Park Service Air Resources Division (NPS ARD) intends to award a
contract for the laboratory analysis of filter samples collected as
part of the NPS ambient air quality monitoring programs. The contractor
will be required to perform analysis and reporting of carbon masses
over seven (7) specified temperature ranges using Thermal/Optical
Reflectance (TOR) from the Interagency Monitoring of Protected Visual
Environments (IMPROVE) network; purchase, pre-fire, acceptance test,
and ship quartz filters for the IMPROVE network; and maintain detailed
records. The contractor is expected to receive and perform full carbon
analysis on about 18,000 filters per year. The award of an Indefinite
Quantities (fixed price) contract to conduct this work is anticipated
for October 2000. The contract award will be for one year, with
one-year options at the government's discretion to extend up to a total
of five (5) years. The approximate total value of this contract is
between $500,000 and $700,000 annually. The successful offeror must
possess experience in the preparation and analysis of air samples for
ambient air quality monitoring networks and be familiar with any
applicable quality assurance requirements of the U.S. Environmental
