202 260-0092 The U.S. Department of Education contemplates extending
for an additional year, work under contract ED98CO0071. In September
1998, the U.S. Department of Education awarded a contract to Center for
Applied Linguistics (CAL) of Washington, DC, for a study of the
"Transfer of Reading Skills in Limited English-Proficient (LEP)
Students." During the initial two years of the contract, CAL has been
successful in disseminating preliminary findings, locating groups of
young children who were literate in Spanish, but not formally exposed
to English reading instruction, and involving the country's leading
reading researchers in this project. Their work has prompted numerous
inquiries from researchers, practitioners, and the media. "A third
contract year allows results to be comparable with key outcomes from
NAEP, which covers fourth, eighth, and twelfth grades. The data from a
third year also contributes to literature on "fourth grade dip"
(drop-off) in reading proficiency scores"___Snow, Wong-Filmore, et.al.
Having been the researchers on this project, CAL is uniquely qualified
to proceed with the study and to perform the follow-on-work to contract
ED98CO0071, as the study deals with a combination of linguistics,
literacy aquisition, empirical research procedures, and dual-language
instruction. The U.S. Department of Education intends to execute a
modification to extend this contract on or before August 30, 2000. See
