Ross_Mark@ncsc.navy.mil. The Naval Surface Warfare Center, Dahlgren
Division, Coastal Systems Station, Panama City, Florida, intends to
award a sole source, firm-fixed-price contract to United States Marine,
Inc. (USMI) of New Orleans, LA., to acquire, install and perform
initial testing of three candidate marine diesel engines, identified
through an extensive market survey, to determine reliability and
suitability as potential replacement engines on the CAC. This
acquisition is not suitable for full and open competition for the
following reasons: The Government does not own detailed design or depot
level repair documentation for the CAC. Since the inception of the CAC
Program, USMI has been the lead designer, fabricator, systems
integrator and test facility for the hull design and propulsion
systems. As such, USMI is the only source that has the unique knowledge
base, the internal technical data and the experienced personnel to
successfully perform this effort. Note 22 applies. Posted 08/03/00
