commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued.
RFQ-236-0014-0 is issued as a Request for Quotation. The incorporated
provisions and clauses are in effect through The Federal Acquisition
Circular 97-18. The provisions at 52.212-1, Instructions to
Offerors-Commercial Items;52.212-4, Contract Terms and
Conditions-Commercial Items; and 52.121-5, Contract Terms and
Conditions Required to Implement Statutes or Executive
Orders-Commercial Items all apply to this acquisition. Offerors must
include a completed copy of the provisions at 52.212-3, Offeror
Representation and Certifications-Commercial Items with their bid in
order to submit a complete bid package. All provisions and clauses can
be accessed electronically at http://www.arnet.gov.far. Offerors may
request a copy of 52.212-3 from the Contracting Officer, if needed.
This synopsis/solicitation is for (1) one Business Vocational Training
Instructor at The Federal Correctional Complex, Victorville,
California. The contractor shall coordinate internal Advanced
Occupational Education VT program in the basic computer skills and
certain business applications of the same. The contractor will provide
a curriculum containing performance goals, objectives, evaluation
criteria, pre and post test. The offeror shall offer courses of study
which leads to a certificate which consist of computer/basic typing
skills, WordPerfect,quatroPro with a basic bookeeping segment. The
contractor will be responsible for a counseling position which should
be available at times when it is convenient to meet with inmates. The
contractor will be able to offer a course of study which meets the
demands of the inmate population and the viable career goals
established by the Bureau of Prisons. The work shedule will be from
12:00-3:00 p.m. and 6:00-9:00 p.m., Monday through Friday. The work
schedule will consist of 10 sessions per week. A session is defined and
equal to (1) three (3) hour period. The program should be divided into
four segments (an introduction to include computer
Literacy/keyboarding; Corel WordPerfect, QuatroPro and Presentations).
Each segment should be a minumum of 12 weeks long. The contractor
should be able to offer classes which have a minimum impact on work
details and other necessary institution functions. This is a
contractual agreement and not an appointment, the services does not
constitute an employer/employee relationship. Before award of contract
the apparent low bidder will be required to complete and pass the
following security requirement: National Crime Information Center(NCIC)
check,DOJ-99(name check), FD-258(fingerprint check), Law Enforcement
Agency Checks, Vouchering of Employers, Resume/PersonalQualifications.
OPM-329-A (Authority for Release of Information), National Agency
Check and Inquiries (NACI) check (if applicable) and the contractor (or
employee of contractor performing services) is required to take a
urinalysis test. This contract will be for Ficsal Year 2001, starting
October 1, 2000 to September 30, 2001. The Government will award a
contract resulting form this solicitation to the responsible offeror
whose offer, conforming to the solicitation, will be the most
advantageous to the Government. Quotes are due in our office no later
than August 29, 2000 by 4:00pm, Pacific Standard Time. Quotes will be
