COMMERCE BUSINESS DAILY ISSUE OF AUGUST 4,2000 PSA#2657 JOB ORDER CONTRACT (JOC) FOR CONSTRUCTION/REPAIR REQUIREMENTS FOR
COUNTRYWIDE CONSTRUCTION EFFORT IN KUWAIT A JOC is anticipated for
utilization by the US Army and US Air Force in Kuwait. The proposed
procurement will be administered by the US Army Corps of Engineers,
Installation Support Office (ISO), Camp Doha, Kuwait. Services will
include repair, maintenance and minor construction. Performance will
occur at various locations (approx. eight locations all within a 2 hr
distance from Camp Doha installation) in Kuwait; the contractor is
required to manage and accomplish numerous task orders simultaneously.
The proposed procurement will be an Indefinite Delivery/Indefinite
Quantity (IDIQ) contract; Performance Period: base year with four
option years; Contract Amount: Estimated $13 million per year; not to
exceed $65 million for the 5-year period; Guaranteed Minimum: $700,000
for base year; $500,000 each option year. To be considered for
evaluation: Contractor MUST be a Kuwait firm or sponsored by a Kuwait
firm that is approved by the Central Tender Committee (CTC) and on the
Ministry of Defense/Military of Engineering Projects (MOD/MEP) List.
Contractor can be a joint venture/subcontractor relationship. Local
firm MUST meet the CTC approval and be on the MOD/MEP list.
Solicitation will be issued to the interested local firms on the list
only. Award will be based on Management Capabilities, Technical
Capabilities and Price; Management capability will be most important.
Price will be based on a cost coefficient for each location and type of
work. Work force must meet local and US investigative screening. The
following nationalities will not be allowed access to military
installations: Cambodia, Cuba, Iran, Iraq, Israel, Libya, North Korea
(Communist Korea), Syria, Vietnam, People's Republic of China including
Tibet, Commonwealth of Independent States (including Armenia,
Azerbaijan, Belorussia, Kazhakstan, Kirghizia, Moldavia, Russia,
Tadzhikistan, Turkestan and Uzbekistan; the Kuril Islands, and South
Sakhalin (Karafuto)). If interested in the JOC, contact Charlotte
