The Naval Aviation Depot (NADEP), Jacksonville, Florida has a requirement for Technical Data Support Services under solicitation number N00421-00-R-0484. Prospective offerors must have obtained ISO 9001 (1994) and/or ISO 9002 (1994) or ISO 9001 (2000) registration in accordance with the American National Standards Institute Registration Accreditation Board (ANSI-RAB) in order to be considered technically acceptable. The ISO 9001 / ISO 9002 registration requirement for this effort is in addition to all other requirements of the solicitation that must be met in order to be considered technically acceptable. A certificate of registration in accordance with the above criteria must be submitted with the offeror's proposal to prove registration. Offerors who have completed an ISO 9001 or ISO 9002 registration audit, but who have not yet received their certificate of registration, may submit a letter documenting they have passed the registration audit process and have been recommended for registration by an accredited independent third-party registrar, in lieu of the required certificate with their proposal as acceptable proof that they will meet the ISO 9001 or ISO 9002 registration requirement. However, the Government does not envision selection of a source without the literal certificate of registration by the accredited independent third party registrar. As a result, firms are encouraged to submit the best proposal possible (including the certificate of registration). Firms who initially submit letters documenting completion of the ISO 9001or ISO 9002 registration audit, but who do not submit certificates of registration, risk exclusion from the competitive range (depending on the standing of other offers properly accompanied by the required certificate of registration) or non-selection if selection is made through initial offers. In all cases, certificates of registration will be required no later than 45 days after the closing of the solicitation. The Government intends to select the best value offeror for competition with the Government proposed Most Efficient Organization (MEO) on initial offers. However, the Government reserves the right to enter discussions if necessary. The solicitation will not be extended for firms awaiting completion of registration requirements or the ability to obtain letters of completion of an ISO 9001 or ISO 9002 registration audit. This effort will be competed on a full and open unrestricted basis. The requirements, which will be ultimately defined in a Performance Work Statement (PWS) within the solicitation, will require Technical Data Support Services (to include the receipt, assessing, maintenance, research, reporting, purging, ordering, delivery, duplication, storage, control, and distribution of technical data) in support of critical overhaul and repair of aircraft and the mission of NADEP Jacksonville. Technical data consists of various technical reference materials used to support the Naval Aviation maintenance community (e.g. technical drawings, configuration information,parts lists, aircraft grounding bulletins, and maintenance procedures on various media's including paper, film/aperture cards, electronic, etc.). The tasking requires ability to operate and manage a technical publication library, technical directives, reports, and engineering drawings. The applicable SIC code for this effort is 8741. A Government workforce is currently performing these functions. A cost comparison will be conducted, under OMB Circular No. A-76, Commercial Activities Studies, to determine the best source to perform the operation. The Government is developing an in-house cost estimate and a contract may or may not be awarded as a result of this study/comparison. If a contractor is selected as the performing activity, an award will be made. The solicitation will be issued on a fixed-price basis, and may include "time and material"/ labor hour line items to accommodate surge requirements. The proposed contract may be for a base year plus four one-year option periods. The anticipated date for therelease of the solicitation is 18 August 2000. Tentatively, a site visit will be hosted on Saturday, 26 August 2000 at the NADEP Jacksonville, Florida.
