synopsis/solicitation for commercial items prepared in accordance with
the format in FAR subpart 12.6 as supplemented with additional
information included in this notice for a Workstation Chassis suitable
for submarine installation. this announcement constitutes the only
solicitation; proposals are being requested and a written solicitation
will not be issued. Proposals may be faxed or emailed to the above
named contact. Request for Quotation Number is N66604-00-Q-5674.
Incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-17. This is 100% Set-Aside for Small Business
(See Note #1), SIC Code 3469. NUWC Division Newport intends to purchase
16 each Workstation Chassis (PCI Based) with the following
specifications -- 1. Required Mechanical -- Industrial strength,
hardened steel enclosure -- NEMA 4/12 qualified, welded seam or rolled
seam construction -- Removable top cover and hinged front panel cover
-- 50 pounds maximum weight—Standard 19" EIA rackmount
configuration, 10.5 inches high (6 Rack Units) by 18 inches deep --
Locking bay drive on front of unit -- Accommodation for side mounted
slide rails. 2. Required Electrical -- Input power: single-phase, 115V
nominal (90V to 264V range) 60Hz nominal (47 Hz to 63 Hz range) --
Minimum two separate 300W power supplies with rear accessibility --
Guarded double-pole power switches for each DC power supply -- LED
ON/OFF indicators for each DC power supply -- A minimum of two CPU
reset buttons. 3. Required Internals -- Segmentable passive backplane
with all-in-one PICMG compatible CPU card -- Enclosure with 19 PSI/ISA
slot backplane (12 PCI, 2 PICMG, 5 ISA) -- Room for 19 full height --
Full length expansion cards. 4. Required Environmental -- Operating
temperature 0 to 55 Centigrade -- Storage Temperature 10 to 90
Centigrade non-condensing -- Forced evacuation air cooled by internal
fans -- Minimum four low EMI noise fan cooling system producing minimum
of 86CFM -- Cooling fans must have removable, cleanable air filters --
Shock and vibration design sweeping frequency 5-35-200Hz, 0.6mm
amplitude (zero to peak) -- Must be suitable for a shipboard
installation per MIL-STD-2036 -- EMI protection in accordance with
MIL-STD-461E Table V. -- EMI gasketing for all penetrations --
Protected EMI filters at fan intake and exhaust openings. 5. Required
Disk Storage -- Front panel with four (5-1/4 inch, half-height) Drive
Bay with horizontal mounting -- Front Panel with one (3-1/2 inch) drive
bay and one installed floppy disk drive -- Each device shall be
accessible from the front of the enclosure. NOTE: Prior to award, the
successful bidder shall be required to successfully integrate and
demonstrate its performance in the NUWC PeriVU system. Upon successful
completion of the test and acceptance by the Government, successful
bidder will deliver a total of 16 units. Contract will also have an
Option 1 to be exercised at the discretion of the Government within one
(1) year after receipt of the basic units. This Option will be for 20
more units and should be priced along with the initial 16. Prices are
to be Firm Fixed and FOB Destination (NUWCDIVNPT, Newport, RI).
Complete specifications must accompany all bids. A completed copy of
FAR 52.212-3, Offeror Representations and Certifications must be
submitted with quote. Prospective bidders must be either CCR (Central
Contractor Register) registered or set up to accept the Government
Credit Card (currently the Master Card) as a form of payment. Proposals
must be submitted no later than 2:00 PM on the 14th of August 2000, to
