spainda@nnsy.navy.mil. It is the intent of FISC, NNSY ANNEX, to
contract for: (35) each MULTIPLE OPERATOR SYSTEM RECTIFIERS: Six module
MO welding system with a main transformer capable of providing 1500
amperes at 25% duty cycle and 750 amperes at 100% duty cycle. This
machine shall be suitable for use in environments with increased hazard
of electrical shock. The following features shall apply: 1.1. Each
module shall have CC/CV capability; 1.2. Each module shall have a
minimum duty cycle of 60% at 250 amperes; 1.3. Electrode compensation
circuit to prevent sticking of electrodes; 1.4. Capable of supporting
SMAW, CTAW, CAC-A, FCAW, & GMAW with voltage sensing wire feeders; 1.5.
Voltage range shall be a minimum of 10-30 in CV mode; 1.6. Amperage
range shall be 20-315 in CC mode; 1.7 Hot start circuit; 1.8. Lift arc
feature, which reduces OCV below 30 VDC. This circuit shall sense when
the electrode has made contact with the work piece and closes
contactor. Likewise, when the arc is broken this circuit will disable
OVC. This circuit shall allow this power source to qualify for use in
environments with increased hazard of electrical shocks. (See IEC
60974-1, rated no-load voltage for use in environments with increased
hazard for electrical shock ); 1.9. Input current shall not exceed 85
volts; 1.10. Line voltage compensation to keep input power constant
during +/- 10% variance of primary power. 1.11. Unit shall be
constructed of steel and suitable for shipyard environments, which
include exposure to inclement weather; 1.12. Width shall allow movement
through a standard 36" doorway; 1.13. Weight shall not exceed 1825
pounds. This is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and
written solicitation will not be issued. This solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition circular 97-17. FAR Provision 52.212-1, 52.212-2, 52.212-3,
52.212-4, 52.212-5, 52.246, 252.247-34 and DFAR 252-212.7000,
252.212.7001, 252.243.7002 and 252.204.7000 apply to this acquisition.
Offeror shall include a completed copy of the provision at 52.212-3.
Offer Representation and Certification-Commercial Items. IMPORTANT
NOTICE: DFARS 252.204-7004 "Required Central Contractor Registration"
applies to all solicitations issued on/after 6/1/98. Lack of
registration in the CCR database will make an offeror/quoter INELIGIBLE
FOR AWARD. Please ensure compliance with this regulation when

evaluation process. Offer shall be evaluated for fair and reasonable
price technical acceptability, adherence to applicable clauses,

Procurement is being conducted under simplified acquisition procedures.
Standard industrial code is 3612; business size standard is 750
employees. For purposes of evaluation of offers received, a 10%
preference will be given to Hubzone contractors. Parties responding to
this solicitation may submit their quote in accordance with their
standard commercial practices (e.g. on company letterhead, formal quote
form, etc.) but must include the following information: (1) Company's
complete mailing and remittance address; (2) discounts for prompt
payment; (3) anticipated delivery of material; (4) Cage code; (5) Dun
& Bradstreet number (DUNS); (6) Taxpayer ID number; (7) Location of
