(JE), a SPACEHAB Company, is a prime contractor (NAS9-18800) to the
National Aeronautics and Space Administration (NASA) at Johnson Space
Center (JSC), Houston, TX. JE is seeking qualified sources that can
provide a cost effective upgrade to the Enviromental Control System
(ECS), to be designed and installed in the Johnson Space Center (JSC),
Building 920 Neutral Buoyancy Laboratory (NBL) Facility. This system
will be used to support flight crew Extravehicular Mobility Unit (EVA)
training, necessary to familiarize and develop EVA procedures in the
NBL prior to flight. The sub-contractor must fulfill and be able to
provide expertise of designing a breathing gas and chilled water
system, including provision for control power for two-way duplex voice
communications, through life support umbilicals to pressurized suits
Extravehicular Mobility Units (EMUs). The ECS consists of three
systems: A Primary Data Acquisition and Control System, Secondary
Control System, and PC server/client server networking system. The
Primary Data Acquisition and Control System utilizes
Rockwell/Allen-Bradley Programmable Logic Controllers(PLCs and software
control to control breathing gas and chilled water for the EMU. The
Secondary Control System serves as a backup system. The backup system
monitors and transmits sensor measurements to various sensors and
access security to the system. Records and logs data are controlled by
a PC server/client server network. Other deliverables and services
will include training, system warranty, operation and maintenance
manuals, software specification documentation, as-built configuration
drawings, recommended spare parts, software verification and
validation, hardware and software operational simulation interface
testing, final acceptance test, and systems support. Qualified sources
are requested to submit a Statement of Capabilities (SOC), withing 15
calendar days of the publication date of this notice, that demonstrate
the proven capabilities required to perform the minimum ESS Upgrade
requirements outlined above. The SOC must identify any services that
would be subcontracted to a lower-tier supplier and any other relevant
information. A potential Sub-Contractor must furnish key personnel
resumes, references, and examples of similar projects performed.

pre-qualify any prospective suppliers prior to the issuance of any
solicitation. All firms submitting an SOC will be considered, and any
subsequent solicitation will be issued to the sources that JE has
determined to be qualified. JE does not intend to pay for information
