This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). This procurement is for the purchase of the following: ITEM 1: CUSTOM LENS FABRICATION, QTY: 2 EA, PER DESIGN SPECIFICATIONS BELOW: 1. The lens barrel shall be black anodized aluminum construction. 2. Adjustable continuous stop iris diameter range: 15 millimeters to < 2 millimeters. 3. Side tube ( black anodized aluminum ) attached(also detachable) at perpendicular branch of small cube splitter. Side tube shall have two flat elements(filter substitutes) as in main branch and a removable but "not adjustable" stop of F/# = 40 ( diameter 3.60 millimeters ). 4. Two sides of the cube splitter shall be accessible; i.e. parallel to optical axis and perpendicular to optical axis such that light coming from the object is split. 5. Closing window shall have fixture ( black anodized aluminum ) when small cube splitter is not in use; i.e. when glass cube is substituted for cube splitter. 6. Shall have two (2) glass cubes to substitute for the two removable small cube splitters. 7. Lens system shall consist only of surfaces starting at s10 and continuing to image plane; i.e. surfaces 10 to 35 (inclusive) as listed in the attached prescription. 8. The two flat elements closest to the focal plane shall be removable for substitution of cut-off filters. 9. The lens mounts to a c-mount (make sure the c-mount does not vignette any of the field). CCD camera and shall have focusing capability of + 20, -10 millimeters. Note! + shall be away from the stop and -- shall be toward the stop. 10. The lens barrel shall be vented (not sealed). 11. The focus adjustment shall be lockable. 12. An AutoCad layout drawing shall be provided to NASA/Marshall for approval. 13. Before assembly, 1. The element radii of curvatures shall be measured and forwarded to NASA/Marshall, and 2. The glass melt data shall be forwarded to NASA/Marshall, in order for a final optimization of the lens system to determine the correct airspace thicknesses. 14. All lens elements are broadband AR coated from 400 -- 700 nm, with R < 0.2% average from 540 -- 690 nm. 15. The lens system shall be specified with specified tolerances with the attached lens prescription and tolerance tables. 16. Second flat element shall be placed as close to the stop as possible. These specifications shall be provided via fax. The provisions and clauses in the RFQ are those in effect through FAC 97-18. This procurement is a total small business set-aside. The SIC code and the small business size standard for this procurement are 3827 and 500, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to Marshall Space Flight Center is required within 12-14 weeks ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above are due by August 9, 2000 and may be mailed or faxed to PS33-H/Bobby J. Holden/256-544-0187 and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation. Quoters shall provide the information required by FAR 52.212-1. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. Addenda to FAR 52.212-4 are as follows: MSFC 52.232-90, 52.211-90, NFS 1852.246-71, 52.211-15 and 52.247-34.
