A non-competitive negotiation is proposed with Raytheon Corp., El Segundo, California for technical services in support of the Government. This effort will provide the Government with improvements in false locations for Firefinder radars. The AN/TPQ-36 radars locate the origin of hostile fire from mortars, artillery and rockets, and forward that information to counter-fire and intelligence personnel. The False Location Rate Reduction (FLRR) Program requires that the AN/TPQ-36(V)8 radar be instrumented to collect and analyze data on the false location activity. Three (3) Sidelobe Blanking (SLB) modification kits will be designed and applied to three (3) AN/TPQ-36(V)8 systems to verify the success of the proposed approach. The modified systems will then be tested to evaluate the decrease in false locations and the sidelobe coverage in azimuth and elevation. Finally, the modified units will be live fire tested to assess the impact of the modification on the radar's ability to track targets. Upon successful verification of the approach, a production option will be implemented for forty-seven (47) additional SLB modification kits, plus the documentation to support the kits. Raytheon, El Segundo, CA is the developer and only known producer of the OY-71/AN/TPQ-36(V) Antenna, a major component of the AN/TPQ-36(V)8 radar system. The Government does not possess the required documentation for the OY-71/AN/TPQ-36(V) Antenna, or the AN/TPQ-36(V)8 radar system to support the FLRR program. The Government does not have drawings or other documentation to provide to another contractor. All responsible sources may submit a bid or proposal which shall be considered by the agency.
