This announcement serves as notice that on or about 14 Aug 00, the
Counterdrug Surveillance and Control Systems (CSCS) Program Office,
Electronic Systems Center, Hanscom AFB, MA intends to solicit and
negotiate with Raytheon Company of Bellevue, NE for the development of
an interface for the integration of AN/TPS-70 weather radar data into
the Operational Production System (OPS) II system at the 25
Operational Weather Squadron (OWS), at Davis-Monthan AFB and for the
installation and integration of Digital Weather Extractors (DWE) at six
(6) Counterdrug Surveillance and Control System (CSCS) radar sites that
will provide the radar data into the OPS II system. Four (4) additional
options for DWE, to be installed at four (4) CSCS sites and integrated
at the 25 OWS will also be included. This notice of intent is not a
request for competitive proposals. The notice signifies the
Government's intent to issue a sole source contract, pursuant to 10 USC
2304(c)(1) to Raytheon Company of Bellevue, NE. A Sources Sought
Synopsis was previously published in the Commerce Business Daily on 28
March 2000. This capability will support combined Counterdrug
operations and will allow enhanced sortie generation of airborne early
warning (AEW) systems, tracker aircraft, and interdiction assets for
USSOUTHCOM missions in Central and South America. The capability will
provide fused weather information to enable the capability to
reposition air assets based on near real-time weather data;
significantly increasing U.S. and Allied sortie success and
productivity. This system will be used as an Intelligence source in
that it identifies areas where suspects are most likely not flying due
to inclement weather conditions. The period of performance for
execution will not exceed 18 months from contract award date. This
synopsis is for information and planning purposes and does not
constitute an Invitation for Bids (IFB) or Request for Proposal (RFP).
This notice should not to be construed as a commitment by the
Government. An Acquisition Ombudsman, Colonel Joseph B. Magnone,
Director, Commander's Staff, has been appointed to hear concerns from
offerors or potential offerors during proposal development. You should
only contact the Ombudsman with issues or problems you cannot
satisfactorily resolve with the program manager and/or contracting
officer. The Ombudsman role is to hear concerns, issues, and
recommendations and communicate these to the appropriate government
personnel. The Ombudsman will maintain strict confidentiality if
desired. The Ombudsman does not evaluate proposals or participate in
