(Class Code 49) Description: The U.S. Navy is considering whether or
not to set-aside for small businesses an acquisition for portable
abrasive blast and recovery systems, US Filter / Schmidt P/N 8031-030,
(Or Equal). The estimated value of this procurement is between $85,000
and $105,000. This is a pneumatic portable dry abrasive blast and
recovery unit with wheels and a handle designed to use steel grit for
blasting items coated with lead paint. It is designed to recover the
blasted material thereby eliminating hazardous dust and cleanup issues.
It is intended for use in locations where traditional open-air blasting
is impractical or prohibited. The unit is designed to blast and vacuum
simultaneously, or it shall be able to perform either function
independently. The equipment shall comply with all applicable federal
and state Occupational Safety and Health Administration (OSHA) Safety
and Health Standards, including OSHA Standard 1910.1025, and
Environmental Protection Agency (EPA) regulations, when operated
according to the instructions delineated in the commercial technical
manual. The equipment must be designed for usage that minimizes the
reentry of lead and dust into the work area. Operation of the equipment
shall not cause violation of the permissible exposure limit for lead of
fifty micrograms per cubic meter of air (50 ug/m(3)) (averaged over an
8-hour period). The unit shall be able to blast a 10' x 10' area to
remove high solid paints/standard epoxy coatings of 15-20 mils
thickness from a steel substrate within 90 minutes. No dust shall be
emitted to the atmosphere during blasting operations. The unit must be
able to vacuum and filter the grit and return it to the blast nozzle
without shutting down in order to empty the vacuum tank, and while
operating it shall not exceed 92 dB(A) when measured within 10' from
the unit. Also required will be training and several data requirements
related to safety, consumable items, and technical manuals.
Commercially available off-the-shelf equipment will be used to satisfy
this requirement. At the present time, the acquisition is expected to
be issued under full and open competition procedures as there is no
known small business concern that manufactures this brand name end item
(or an equal). If your firm is a small business that can meet this
requirement, and intends to submit an offer on this acquisition, please

include amplifying information that shows how the item you are
proposing meets all of the above requirements. For size determination
purposes there can be only one manufacturer of the end item being
procured. The manufacturer of the end item being acquired is the
concern which, with its own forces, transforms inorganic or organic
substances including raw materials and/or miscellaneous parts or
components into such end item. Your response is required by 09 AUG
2000. All of the above must be submitted in sufficient detail for a
decision to be made on a small business set aside. Failure to submit
all information requested may result in an unrestricted acquisition.
