synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Solicitation number N00173-00-R-DL04,
is issued as a request for proposal (RFP). The solicitation, document
and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 97-18 and DFARS Change Notice 2000627. The
standard industrial classification code is 5561 with a small business
size standard of $5.0 million. The contract line item number (Clin)
0001 is for 1 each of a modified recreational vehicle (RV). Clins 0002
through 0009 are optional items which may or may not be purchased.

each), Clin 0009, Extended Warranty, (1) each. Description of
Requirements: The Naval Research Laboratory (NRL) requires a modified
recreational vehicle (RV) to use in staging and conducting research and
experimentation in communications and supporting Navy and Marine
exercises and activities in the field. This vehicle will be integrated
into NRL's current mobile networking and tactical communication
capability, and will replace an existing vintage RV. Specific
capability: This vehicle is to be outfitted as described in the
drawings and specialized field vehicle description located at
http:/heron.nrl.navy.mil/contracts/rfplist.htm. The required delivery
date is November 30, 2000. The contractor shall deliver the vehicle,
all transportation charges paid, to destination in accordance with the
clause in entitled FAR 52.247-34 FOB Destination (NOV 1991). Receiving

evaluation criteria to be included in paragraph (a) of that provision
are: 1. Technical capability of the item offered to meet the Government
requirement.; 2. Price, and 3. Past Performance. Technical and past
performance, when combined, are more important than price. Offerors are
advised to include a completed copy of the provision at 52.212-3,
