commercial items prepared in accordance with the format in Federal
Acquisition Regulation (FAR) Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. This solicitation -- number
F8MSAT01710100 -- is a Request for Quotation (RFQ). The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-18. The associated Standard
Industrial Classification Code (SIC) for this procurement is 7389 and
the small business size is $5.0 million annual receipts. The Government
intends to negotiate a sole source purchase order with Management
Worlds, Inc., Summit, New Jersey. The purchase includes on-site
training in the following courses: Project Management Tools and
Techniques Workshop (2-day course) and Project Leadership (5-day
course). Requirements are for performance at the 311th Human Systems
Wing, Brooks AFB, Texas between 17 and 18 August 2000 and between 21
and 25 August 2000. Offerors shall provide a completed copy of
provision 52.212-3, Offeror Representations and Certifications --
Commercial Items. Offerors shall address all requirements in this
combined synopsis/solicitation and shall provide clear evidence of
understanding and the ability and willingness to comply with the
Government's specifications of need. Failure to address a
specification/requirement will be construed by the Government as
inability to meet the need, or the offeror's taking exception to it.
The Government anticipates awarding one order resulting from this
combined synopsis/solicitation to the responsible offeror whose offer
conforming to this synopsis/solicitation will be most advantageous to
the Government, price and other factors considered. The following
factors shall be used to evaluate offers: (1) technical capability of
the item offered to meet the Government requirements; and (2) price.
The Government reserves the right to award a purchase order without
discussions. Selection will be made in accordance with Federal
Acquisition Regulation (FAR) Part 13, Simplified Acquisition
Procedures, Subpart 13.106-2, Evaluation of Quotations or Offers. The
following FAR provisions apply to this solicitation: 52.212-1,
Instructions to Offerors -- Commercial Items; and 52.212-4, Contract
Terms and Conditions -- Commercial Items. The clause at 52.212-5,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders -- Commercial Items, applies to this acquisition,
including subparagraphs (11), (12), (13), (14), (15), and (17).
