Training courses are to be held at the CT-AVCRAD (Connecticut Aviation Classification Repair Activity Depot), 139 Tower Avenue, Groton, CT and shall include at the minimum, two (2) instructors, on-hands aircraft operations checks and a Certificate of Training for each participant. The Boeing Company is considered to be the only known qualified source that can provide this training. In the absence of qualified sources it is the intent of the Government to negotiate a sole source contract under "Other than Full and Open Competition" procedures, pursuant to 10 U.S.C. 2304(c)(1).
