COMMERCE BUSINESS DAILY ISSUE OF JULY 27,2000 PSA#2651 99 -- NASA, OFFICE OF EARTH SCIENCE, COMMERCIAL REMOTE SENSING PROGRAM
AT JOHN C.STENNIS SPACE CENTER COLLABORATIVE CHARACTERIZATION AND
VALIDATION OF SCIENTIFIC COMMERCIAL DATA The NASA, Office of Earth
Science, Commercial Remote Sensing Program (CRSP) at John C. Stennis
Space Center, MS, has over a decade of successful collaboration
experience with the U.S. remote sensing industry. Through this
experience, CRSP has developed mutually beneficial government-industry
partnerships to meet the needs of both NASA and the private sector.
Recently, CRSP has undertaken a leadership role in helping to define
future NASA Earth-observing initiatives for continuing the Landsat data
collection beyond Landsat-7, and for providing tropospheric wind
velocity measurements. Both initiatives are currently in NASA mission
formulation stage, and it is expected that they will be addressed by
commercial data services. In support of this, the CRSP has developed
capabilities for the characterization and validation of commercially
provided data products. These capabilities consist of data simulation
and modeling tools, laboratory facilities, and in-flight verification
targets and instrumentation. In preparation for future Earth-observing
projects, and in an effort to understand industry's ability and
willingness to fulfill project needs, CRSP invites parties interested
in providing commercial data services to NASA to engage in discussions
for potential joint characterization and validation activities.
Through such efforts, organizations can collaborate with NASA to
evaluate the ability of commercial data products (actual or simulated)
to meet NASA's science data needs. These activities will advance
NASA's market research, and will enable NASA to better plan for
upcoming projects by improving understanding of potential industry
offerings. Industry participants can benefit by gaining access to NASA
scientists for evaluation of commercial data products, and receiving
feedback during early phases of project formulation. This is not a
request for proposal or an invitation for bid. The Government does not
intend to award a contract on the basis of this synopsis or to
otherwise pay for information requested under this synopsis. The
purpose of this synopsis is to invite discussions on potential
collaborations as described above. Any proprietary information
developed or exchanged during collaborations will be protected to the
fullest extent permitted by law. Parties interested in collaborative
characterization and validation of commercial data are encouraged to
respond to Stennis Space Center's Commercial Remote Sensing Program.
