COMMERCE BUSINESS DAILY ISSUE OF JULY 27,2000 PSA#2651 R -- REQUEST FOR INFORMATION (RFI) FOR WORKFORCE PLANNING AND
MANAGEMENT SOFTWARE AND IMPLEMENTATION SERVICES DESCRIPTION: Workforce
Planning and Management Software and Implementation Services Request
for Information (RFI). This RFI is issued solely for information and
planning purposes -- it does not constitute a Request for Proposal
(RFP). The National Aeronautics and Space Administration (NASA)'s
Goddard Space Flight Center (GSFC) is trying to assess the functional
and technical attributes of Commercial Off-the-Shelf (COTS) software
for workforce planning and management. A workforce planning and
management software solution should automate the collection of biweekly
workforce labor expenditure data, and should compare actual workforce
expenditures with planned expenditures. The software solution should
also support conversion of actual hours to Full-Time Equivalents and
Full-Cost computations. Additionally, the software solution should
support planning of how the current workforce will meet present work
commitments, and should incorporate planning for future work
commitments and their impact of the resultant additional labor
commitments. Specifically the software solution should allow the
capability to execute different "what if" scenarios. Also, the software
solution should incorporate planned civil servant and contractor
personnel labor data for the current fiscal year as well as five years
into the future. The data should be categorized within specific labor
allocations by organization and technical discipline area. The
software solution should have demonstrated heritage. The software
solution must be web accessible or provide the same functionality on
Macintosh and PC platforms. Additionally, the software solution must
provide an Excel spreadsheet upload feature. The software solution
should allow for "what if" analysis on the data by typical data
breakouts (Allocation, Civil Servant, Contractor, Organization, Unique
Project Number, etc.) with minor customization if necessary. The
software solution must be able to export data in several forms (i.e.
Ascii text, (tab or comma deliminated), Excel, dif-datainterchange
format, dba -database, etc. Finally, the software solution must have
the ability to customize with minimal impact (add a field, create
ad-hoc reports, etc.). The information obtained in response to this RFI
will be used exclusively by NASA personnel to assist in planning for
the acquisition and implementation of a workforce planning and
management tool. RESPONSE FORMAT AND DELIVERY -- NASA's GSFC is seeking
comprehensive information for planning purposes. Potential software
solution providers are requested to respond in writing via letter or
email by August 11, 2000, and be prepared to provide a demonstration of
the solution's capabilities to the Decision Support Team during the
time period of August 28 and September 9, 2000. Information should be
submitted in Microsoft Office (Word/ PowerPoint/ Excel). Additional
information in the form of brochures or user manuals is welcome. Any
material submitted will not be returned. Interested parties shall
submit responses (excluding brochures) electronically either via 3.5"
diskette in either IBM PC readable form, or via e-mail. If brochures or
manuals are to be submitted, respondents shall provide 5 copies of any
materials that are not available electronically. Responses shall
include 3 references for successful implementation of the proposed
software solution. Each references should include the current user
(name, address, and point of contact), the software system, and the
application of the system. Respondents shall clearly identify sensitive
or proprietary material. NASA's GSFC reserves the right to contact
vendors to provide clarification on capabilities or to ask questions
and schedule demonstration sessions. NASA's GSFC will not pay for
expenses incurred by any of the respondents to the RFI. For additional
