The Bureau of Reclamation (Reclamation) has a requirement for a computerized Laboratory Information Management System (LIMS) for the analysis of environmental samples with water, soil, organic and other matrices. The LIMS must be compatible with a network server operating under Windows NT or Novell and with network workstations operating under Windows 95, Windows 98 or Windows NT. The software shall also be compatible with Microsoft Access. The LIMS must be capable of performing all of the normal functions required for managing an environmental laboratory. The functions shall include but are not limited to generating quotations, defining projects, logging in samples and tests under a work order scenario, printing laboratory backlog and holding time reports, entering data either manually or automatically by importing results from automated laboratory instrumentation, performing Quality Control (QC) functions according to the Environmental Protection Agency (EPA) and other regulatory agency guidelines, printing reports in a variety of user selectable formats, and generating final invoices to clients for work performed. More detailed requirements are included in the solicitation. The LIMS Contractor shall provide Reclamation an uncompiled version of the software including all source code for the software. The source code to the software shall allow customization and modification to the software to meet the individual needs of Reclamation. The LIMS Contractor may be called upon to provide programming support to customize the system. Hourly costs for this support, plus any applicable travel costs, shall be identified.
