The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source with Bitplane, P.O. Box 13421, Berkeley, CA 04712, for analytical software. The breakdown of software required is as follows: IMARIS 3.0 Irix/NT; Image Access Single Station NT; DepthAnalysis; VoxelShopPro; NeuronTracer 1.0 Irix; Huygens II; and all software includes one year support and upgrades. This is the only software capable of 3D Colocalization on the Leica Confocal Microscope which EPA possess. EPA believes that Bitplane is the only vendor capable of satisfying the Government's requirements as stated above. The circumstance permitting Other than Full and Open Competition Justification is FAR 6.301-2, "Only one responsible source and no other supplies or services will satisfy Agency requirements." The procurement is expected to be awarded on or about August 24, 2000. All interested parties who believe they can provide the required products should fully explain their capabilities and qualifications in writing within15 days from the date of this announcement. The intent of this synopsis is to determine if any sources(s) exist and, therefore, no RFP is available. Consequently, any response(s) failing to provide the aforementioned data but instead choosing to merely submit a routine letter requesting a copy of the RFP will be ignored.
