combined synopsis/solicitation for commercial items prepared in
accordance with the format in subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotes are being requested and a
written solicitation will not be issued. Solicitation 00SQ308190 is
issued as a Request for Quote (RFQ) and incorporates provisions and
clauses in effect through Federal Acquisition Circular 97-18. This
solicitation is issued under the Simplified Acquisition Procedures
(SAP) for Small Business-Small Purchase Set-Aside (100%). Standard
Industrial Classification is 7699 and the Business Size Standard is
$5.09 million average over three years. The Bureau of Reclamation has
a firm fixed price requirement for the following item: 1. Requirement:
Design, fabricate, test, and deliver to Davis Dam Five (5) complete
heat exchanger for a generator exciter. 2. Description: The work to be
performed includes design, manufacture, delivery, and testing of the
heat exchanger. 3. Design: The existing generator excite heat exchanger
is enclosed in a sheet metal duct with air flow provided by a 11,000
cfm centrifugal fan. Design of the heat exchanger shall provide a
cooling capacity of 200,00 BTU when treating 11,000 cfm of air having
an initial temperature of 98 Fahrenheit, dry bulb and 65 Fahrenheit wet
bulb with an initial water temperature of approximately 70 Fahrenheit.
The cooling unite shall be four (4), row, eight (8), pass, with
Admiralty Brass, ASTM B111,C44300/C44400/c445000 cooling tubes. Each
tube shall have copper fine, .012 inch thick, eight (8) per inch,
fastened securely to the tube by solder dipping or a continuous
soldered fin. The headers shall be designed to insure uniform water
velocity in all tubes. The inlet and outlet piping shall be two and one
half (21/2) inch female N.P.T. bosses and allow for proper make up with
two and one half (21/2) inch male N.P.T. nipples. The heat exchange
shall be designed for a test pressure of 100 psi,and a working pressure
of 75 psi., and shall be supported in a rectangular steel frame capable
of supporting the weigh of the heat exchanger. Both heads shall be
removable for servicing and all gaskets shall be non-asbestos and
designed for use in Water/air heat exchanger sand shall seal with no
seeping. All bolts and studs shall be carbon steel, Grade B, conforming
to ASTM A307, and nuts shall be Grade A, heavy hex nuts, ASTM A563.
Dimensions shall be per the attached drawing with overall dimensions
not grater than 78.5 inches wide by 47 inches in height by 11 inches
deep. 4. Testing: The completed heat exchanger shall be pressure tested
and Davis Dam upon delivery. The test pressure shall be 75 PSI. And
shall be maintained for minimum of 30 minutes after all leaks have been
stopped. Water pressure, approximately 130 psi, for testing is
available at the Davis Dam machine shop. The contractor shall provide
a pressure reducer to facilitate testing, and personnel for testing and
repair if required. 5. Delivery: Delivery shall be make to Davis Dam,
Bullhead City Arizona. Hours of delivery shall be 7 AM to 4 PM Monday
trough Thursday excluding government holidays. The following FAR
provisions and clauses apply to this acquisition: 52.212-01,
instructions to Offerors-Commercial (Jun99). Offerors must include with
their offer a completed copy of the provisions at FAR 52.212-03,
Offeror representation and Certifications-Commercial Items (Oct99)
