combined synopsis/solicitation for commercial services prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; Quotations are being requested and
a separate written solicitation will not be issued. Solicitation number
is M67861-00-T-A002 applies and is issued as a Request for Quotation.
The offer is required to register on-line in the Central Contractor
Registry (CCR) in accordance with DFARS clause 204.7303. Offerors
should also provide its Commercial and Government Entity (CAGE) code,
Contractor Establishment Code (DUNS Number) and Tax Identification
Number (TIN). Location of LVS semi-tractor is 4th Marine Division 7000
Hamlet Avenue, Baltimore, MD. 21234. The Standard Industrial
Classification (SIC) code is 7538. The small business size standard is
$5.0. Statement of Work is replacement/repair of the power plants,
Detroit Diesel Model 8V92TA 425 bhp, for (2) two Oshkoshmanufactured
Mark 48 Logistics Vehicle Systems (LVS) semi-tractors to include all
ancillary work associated with the replacement and/or repair of these
power plants. Contractor will be responsible for removal/towing of
vehicle(s) from USMC facility located at 7000 Hamlet Avenue, Baltimore,
MD 21234; this is in northeast Baltimore County. Vehicle #561380
Contractor shall remove damaged engine block from vehicle. Replace with
new engine block. Installation of new engine block to include complete
auxiliary systems hook-up. Fee for unacceptable engine core exchange,
due to massive structural damage to existing engine water jacket and
internal components. Dynamotor test, or test of comparable means, to
ensure power rating of new engine. Minimum of one-year warranty for
parts and labor. Vehicle # 563136 contractor shall dissemble
engines,evaluate engine to determine accurate assessment of work
required.Disassembly of engine while engine is mounted to vehicle.
Repair of damaged cylinder(s) and head(s). Re-assembly of engine.
Dynamotor test, or test of other comparable means, to ensure power
rating. Minimum of (1) One-Year warranty for parts and labor. The
contractor shall provide a breakdown of labor hours, times labor rate
(prevailing wage rates are applicable) price list of required parts,
and estimate (number of days) to complete the repair. The Contractor
must be able to provide Certification that they are an authorized
Detroit Diesel engine repair facility. The work performed shall be
warranted for (1) one year. Evaluation of proposals shall be in
accordance with FAR Clause 52.212-2, Evaluation Commercial Items, the
following factors shall be used to determine "best value", technical,
past performance, (provide 3 references of similar work, POC name and
telephone number) and price. The following provisions and clauses are
