furnish the services described herein are requested to give written
notification (including the telephone number for a point of contact) to
the procuring office above within 45 calendar days from the date of
this synopsis. The U.S. Geological Survey, Earthworm Development Group
(EDG), has a requirement for development of software which will
enhance the USGS rapid earthquake notification system through the
integration of the existing Earthworm real-time processing system with
the Oracle Database Management System (DBMS). The Earthworm DBMS is
being extended to provide mission-critical features, an extensible
multi-node architecture, integration of multiple real-time data sources
and an earthquake post-processing and tracking system. Software is
required which will: 1) Track the components for the Advanced National
Seismic System (ANSS) seismic networks to insure accurate response
information for each channel of the network; 2) Integrate strong motion
parametric and waveform data into the Earthworm DBMS; 3) Drive an alarm
system from the Earthworm DBMS. Of all the U.S. regional seismic
networks, the Northern California Seismic Network (NCSN) has the most
complex alarm system requirements. The alarm system will be based on
the requirements of the NCSN. In order to implement the Earthworm DBMS,
the USGS requires the following: 1) Design and documentation of the
infrastructure schema; 2) PL/SQL scripts to create infrastructure
schema; 3) Oracle PL/SQL API functions to load and retrieve
infrastructure data; 4) Design and implementation of the Strong Motion
Schema; 5) Strong Motion AP1 Implementation; 6) Alarm system
requirements analysis and design; 7) Implementation of the Alarm
Schema; and 8) Alarm system API implementation. The Earthworm
Development Group requires assistance from a responsible source with
the following unique qualifications, which are considered essential to
the requirement: 1) In-depth knowledge and experience with database
design, ORACLE and OCI libraries; 2) In-depth knowledge and experience
with C, PL/SQL, web and CGI programming languages; 3) In-depth
knowledge and experience with the ORACLE DBMS used in the USGS rapid
earthquake notification system; and 4) In-depth knowledge and
understanding of the Earthworm software architecture and communication
protocol. Based on information available at this time, and in
accordance with 41 U.S.C. 253(c)(1), implemented by FAR 5.302-1, the
Government considers the specified services as a sole source from
Katalyst Integration, Morgan Hill, California, and proposes to
negotiate a contract with that firm on that basis. However, should
additional sources be identified, they will be considered. Firms who
feel that they can furnish the required services are invited to submit
in writing an affirmative response to this announcement, and such
other materials which correspond to the required items stated herein.
This information will be evaluated and used to determine if competitive
opportunities exist. Since no solicitation document exists, requests
for such documents without accompanying information will be considered
non-responsive to this request without further consideration. This
notice may represent the Government's only official notice of this
