452-3600 1. CONTRACT INFORMATION: Architect-Engineer Services (Brooks
A-E Act, PL 92-582) for Indefinite Delivery Contracts with emphasis on
Civil Engineering, including geotechnical engineering for Civil Works
Projects at Various Locations in the Los Angeles District (Southern
California, Arizona, Southern Nevada, and Southern Utah) (BLOCK 1 of SF
255). This solicitation is open to all businesses regardless of size.
If a large business is selected for the contract, it must comply with
FAR 52.219-9 regarding the requirement for a subcontracting plan. This
procurement is subject to a minimum mandatory subcontracting goal of
20% of the potential contract award amount to small businesses, of
which 10% shall be for Small Disadvantaged Business (SDB), 5% shall be
for Women Owned Small Business (WOSB), 1.5% for Hub Zone Hub
Subcontracting, and 5.5% for Historically Black Colleges and
Universities/Minority Institutions (HBCU/MI) (where applicable). All
subcontracting exceeding the 20% minimum mandatory goal shall havethe
Los Angeles District Subcontracting Goals of 62% with Small Businesses
(SB), including 10% to Small Disadvantaged Businesses (SDB) and 5% to
Women Owned Businesses (WOSB), 1.5% goal for Hub Zone Subcontracting
and 5.5% for Historically Black Colleges and Universities/Minority
Institutions (HBCU/MI) (where applicable). The plan is not required
with the submittal. The SIC Code for this Procurement is 8711. The
majority of the work and services will be for Civil works or support
for others projects. There will be one (1) indefinite delivery contract
for Architect-Engineer (A-E) services. Yearly cumulative amount of
individual task orders not to exceed $500,000.00. The contract will
include an option for extension for a second and third year with an
additional amount for each optional year not to exceed $500,000.00. If
contract amount for the base year period or preceding option year
periods has been exhausted or nearly exhausted the Government has the
option to exercise contract options before the expiration of the base
year period or preceding option year periods. The estimated contract
start date is September 2000 for a period of 12 months (through
September 2001). Work is subject to availability of funds. Estimated
construction cost is not applicable. "Year 2000 compliance; the
Architect-Engineer shall insure that the hardware, firmware, software,
and information technology systems separately or in combination with
each other or other elements specified in the documents developed under
this contract shall be year 2000 compliant in accordance with FAR
39.106." In block 10 of the SF 255 describe owned or leased equipment
that will be used to perform this contract, as well as CADD capability.
Prospective contractors must be registered in the Central Contractor
Registration (CCR) database, prior to award of a contract, basic
agreement, basic ordering agreement, or blanket purchase agreement.
Lack of registration in the CCR database will make an offeror

http://www.ccr2000.com. 2. PROJECT INFORMATION: The work and services
shall primarily consist of engineering and design for coastal and
inland flood control projects. Typical studies include field
investigations, evaluations of data and complex geotechnical foundation
conditions including liquefaction potential, seismic evaluation of
large dams including finite element analysis and static/seismic
deformations of embankments, development of earthquake ground motions
and seismic analyses parameters, complex ground water modeling studies,
and dewatering systems, and geotechnical engineering risk assessment
analyses. Studies will also include soil-structure interaction,
geologic studies, fissure and faulting studies, seepage analysis for
dams, spillway thermal studies, materials engineering including
concrete, roller compacted concrete and soil cement slope protection
designs, forensic geotechnical and materials engineering evaluations,
and rock, earthfill and materials construction engineering consultation
and testing. The firm will have the capacity to provide geotechnical
support during District flood and earthquake emergency response
activities such as erosion protection evaluations and slope stability,
seepage, stress and deformation, and liquefaction analyses for
embankments and levees. The firm also will have the capacity to perform
geophysical testing and interpretations, and geotechnical sampling and
testing for large dams in highly active seismic environments. It is
noted; a small portion of geotechnical work is anticipated for military
projects. The Government will provide fully defined requirements for
each Task Order, which may include one or more of the following:
performance-based specifications, conceptual drawings and
specifications, and MicroStaion-generated drawings. The contractor may
be required to participate in the development of the final scope of
work for individual task orders and be required to provide incidental
technical or engineering services such as quality assurance testing for
rock, soil and concrete materials, detailed drawings generated in
MicroStation, and other submittals in support of investigations, design
and construction. The firms selected for these contracts will be
expected to submit a quality control/quality assurance plan and to
adhere to it during the work and services required under the contract.
In Block 10 of the SF 255 describe the firm's Design Quality Control
Plan (DQCP), including Design Quality Assurance Plan (DQAP) of
subcontractor(s) work. The plan must be prepared and approved by the
Government, as a condition of contract award, but is not required with
this submission. 3. SELECTION INFORMATION: See Note 24 for general
selection process. The selection criteria are listed below in
descending order of importance. Criteria A through E are primary.
Criteria F through H are secondary and will only be used as
"tie-breakers" among technically equal firms: A. Professional
qualifications: Personnel qualified in civil engineering with
specialized qualifications that include recent knowledge and
experience: (1) Geotechnical Engineering, to include civil engineers,
geologists and soils and materials engineers experienced in
geotechnical engineering. Supporting disciplines will include: (1)
Geology. B. Specialized experience and technical competence in: (1)
geotechnical engineering, (2) geology, (3) ground water, (4)
seismology, (5) geotechnical investigations, (6) geotechnical
engineering support for emergency response activities, (7) materials
engineering, particularly concrete, roller compacted concrete, and soil
cement. C. Capacity to simultaneously work on up to eight task orders
and complete all work within periods of service designated for each
task order. This evaluation will consider the experience of the firm
and any consultants in similar size projects and the availability of an
adequate number of personnel in key disciplines. D. Past Performance on
DOD and other contracts with respect to cost control, quality of work,
and compliance with performanceschedules. E. Knowledge of the locality
such as geological features, climatic conditions, local material
resources, and local construction methods. F. Geographic proximity
(physical location) of the firm in relation to the location of
project(s). G. Volume of DOD contract awards in the last 12 months as
described in Note 24. All firms that submit an SF 255 shall be notified
in writing acknowledging receipt of their response. The firms, which
are not recommended by the Pre-Selection Board to the Selection Board
for further consideration, shall also be notified. The firms, which are
considered by the Selection Board but are not ranked for negotiation,
shall be notified. The firms, which are ranked for negotiation but are
not selected for an award, shall be notified after the award of the
contract. The contract award shall be announced in the Commerce
Business Daily. Consistent with the Department of Defense policy of
effecting an equitable distribution of contracts among qualified
Architect-Engineer firms including small, disadvantaged owned firms and
firms that have not had prior DOD contracts (see Note 24), qualified
small disadvantaged firm will receive consideration during selection
and all other selection evaluation criteria being equal, also
participation in a joint venture may become a determining factor for
selection. Therefore, all offerors' submittals should specifically
identify in the appropriate portions of the SF 255 all proposed small
disadvantaged firm participation in the proposed activity to be
accomplished by the contractor (See Note 24). The Los Angeles District
and Minority Business Development Agency are working with local
Business Development Centers (BDC's) to provide assistance to small
Disadvantage Business Concerns to participate in Government contracts.

REQUIREMENTS: Interested A-E firms having the capabilities for this
work are invited to submit one (1) completed Standard Form (SF) 254 and
255, revised editions datedNovember 1992, Architect-Engineer and
Related Services Questionnaires for the prime and one (1) SF 254 for
each subcontractor/consultant, by addressing a transmittal letter to
the office shown. Firms should indicate on SF255 (Block 8, "Work by
firms or joint venture members which best illustrates current
qualifications relevant to this project) the owner, principal,
engineer, geologist, hydrogeologist, or contractor performing the work
and whether or not the persons are still employed by the firm. In
accordance with FAR 36.601-4(b), a firm must be permitted by law to
practice the professions of architecture or engineering in order to be
awarded contracts for A-E services. Therefore, the firm must have at
least one registered engineer to be considered qualified for selection.
Lengthy cover letters and generic corporation brochures, or other
presentations (such as BINDING of SF 254 and 255) beyond those to
sufficiently present a complete and effective response are not desired.
Phone calls and personal visits are discouraged. Response to this
notice must be received within 30 calendar days from the date of
issuance of this synopsis. If the 30th day is a weekend day or a
Federal Holiday, the deadline is the close of business of the next
business day. Include ACASS number of the office that will perform the
work in Block 3b. Call the ACASS Center at 503-326-3459 to obtain a
number. No other general notification will be made of this work.
Solicitation packages are not provided for A-E contracts. Firms
desiring consideration shall submit appropriate data as described in
