95827 A -- CONSISTENT FUEL USE ACCOUNTING AT COMPRESSED NATURAL GAS (CNG)
FUELING STATIONS SOL 0000000984 DUE 091300 POC Technical Contact, Sean
Turner, (916) 368-4772 WEB: To obtain a copy of this solicitation,

ngviwg@www.gri.org. The Natural Gas Vehicle Industry Infrastructure
Working Group (NGV-IWG) is soliciting proposals entitled "Consistent
Fuel Use Accounting at CNG Fueling Stations" to address concerns over
discrepancies in the measured amounts of compressed natural gas (CNG)
entering and leaving CNG fueling stations. Significant economic
obstacles arise in operating and maintaining CNG fueling stations
because the measured amount of gas entering a fuel station from a
pipeline (for which the fuel station owner must pay) does not equal the
measured amount leaving through dispensers (for which the station owner
receives payment). An investigation is needed to identify correctly the
main sources of the discrepancy described above. This solicited effort
shall provide recommendations to the industry on a consistent method
for fuel suppliers and CNG retailers to account for natural gas
entering and leaving fuel stations, and identify the cause(s) of the
discrepancies and the conditions under which they occur. The NGV-IWG is
an industry/government research, development, and demonstration
program, whereby high-priority NGV infrastructure projects are funded
jointly by the U.S. Department of Energy, the Gas Research Institute
(GRI), and other industry and government partners. Please note that all
proposals must be submitted electronically through the NGV-IWG website.
Proposals in response to RFP No. 0000000984 are due to the NGV-IWG
website no later than 5:00 p.m. CDT, 13 September 2000. Posted 07/21/00
