Defense (DoD) requests proposals for Defense Travel System (DTS) Travel
Management Services. The RFP identifies a DTS requirement to provide
all personnel, equipment, tools, materials, supervision, and other
items and services necessary to perform official travel management
services for DoD. The objective of the DTS is to provide a seamless,
paperless, integrated process that meets the needs of travelers by
providing the full range of travel services at an overall cost savings
to the Government. Travel management services will be provided by area
for authorized official travel performed by DoD travelers assigned to
organizations in their respective Travel Areas (TA). The Department of
Defense has established 18 Travel Areas plus 29 Small Business
Set-asides and anticipates awarding multiple contracts from the
solicitation, with the potential to award one contract per Travel Area
and one per small business set-aside location. Multiple areas may be
awarded under one contract if doing so is in the best interest of the
Government. The Government anticipates awarding a Firm Fixed Price
Requirements type contract(s) for a two year base period and three, one
year option periods. The SIC Code is 4724 with annual size standard of
$1,000,000. Streamlined written proposals are required to address the
evaluation factors as identified in the RFP. Award(s) is anticipated
in December 2000. Each offeror may elect to submit a proposal for one
area or any number of areas up to all travel areas, excluding the
location set-aside for small business entities. Small business offerors
may submit a proposal for one or any number of set-aside locations or
travel areas up to all travel areas listed. All responsible sources may
submit a proposal, which will be considered by the DoD. The RFP will be
posted on or about August 11, 2000 at the Defense Travel System web
site and may be found at: http://www.dtic.mil/travelink/. The RFP and
all attachments and related information will only be available at that
