WASHINGTON INTERAGENCY TELECOMMUNICATION SYSTEMS SEALED BID SALE Washington Interagency Telecommunications System (WITS) Sealed Bid Sale W1FBPS-00-065 The General Services Administration is offering the WITS telecommunications equipment for sale. This equipment is located in 18 sites in the Washington DC area. The equipment is comprised of four Lucent 5ESS switches and fourteen Optical Remote Modules serving approximately 163,000 users, Sonet add-drop multiplexors, Signal Transfer Points, Integrated Service Control Points, an Advanced Intelligent Network Platform and equipment comprising the Automated Management System. The Government's license(s) to the software necessary to operate this equipment is not transferable. This equipment will be available for deinstallation, packing, and removal by the successful bidder on or about January 31, 2002 when the Government's 16-month transition to a service based contract is completed. These items will be sold as one bid lot only with the expected proceeds being $30,000,000 or more. Interested bidders may contact General Services Administration, 6808 Loisdale Road, Bldg. The equipment inventory will be provided on a Zip cartridge containing a Microsoft Excel spreadsheet. Request for inspection appointments may be submitted by fax to Terry Breckenridge (202) 708-7110 between July 24 and July 28, 2000. The site visit request must be on company stationary and include the following: Company name, address, phone numbers, fax number and point of contact. The site visits will be limited to a maximum of four company representatives. The specific names, titles, and Social Security Numbers (SSN) of company representatives who will inspect the property must be included due to security restrictions. Once appointments have been established a letter of confirmation will be forwarded to prospective bidders with an assigned date and time. Inspections shall occur from August 7 thru 11, 2000, from 9:00 AM to 3:30 PM. Note: Due to the number of site locations, bidders should anticipate 3-4 days for inspection. Bids must be received no later than 1:30 PM on August 16th at General Services Administration Bid Room 1065, 7th & D Streets, SW, Washington, DC 20407. No FAX bids will be accepted. The solicitation requires an accompanying bid deposit of 20% of the total bid. Final payment will be due 10 days after award of sale. The bid must also be accompanied by specific documentation identified in the solicitation; failure to submit the required documentation and bid deposit with the bid will render the bid non-responsive and it will not be considered for award.
