synopsis/solicitation for commercial items prepared in accordance with
the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. Solicitation
No. DTRS57-00-Q-80054 is issued as a Request for Quote (RFQ).
Solicitation is being conducted under Simplified Acquisition Procedures
(SAP). This solicitation document and incorporated provisions are those
in effect through Federal Acquisition 97-10. This solicitation is a
small business set-aside in accordance with Section 15 of the Small
Business Act. The Standard Industrial Classification code is 7381, and
the small b usiness size standard is $9.0M. The Volpe National
Transportation Systems Center has a requirement to assist Region VIII
of the United States Environmental Protection Agency (EPA) with the
Libby Asbestos Project. This project is located in the town of Libby,
Lincoln County, Montana. The Contractor shall provide unarmed security
guard services for the field office, staging area and construction
areas during all non-working hours for the scheduled duration of the
project. The hours of work shall be: Monday through Saturday, 6 pm 7
am, 13 hours, and Sunday 24 hours. The site located in Libby, Montana
is forty miles south of Canada and approximately 50 miles south east of
the Idaho border by highway. The site is accessed by State Highway 37
from the center of Libby. As part of this pro ject the Volpe Center
will maintain a field office (i.e. 3 trailers and associated
equipment), staging area, and construction areas during all non-working
hours for the scheduled duration of the project. The unarmed security
guard will have use of the Government trailer, a desk within the
trailer, and the Government telephone during his or her shift. The
Government telephone shall only be used for business and emergency
purposes relative to this requirement. The vendor shall provide all the
necessary equipment, material and labor to perform the following tasks:
1. Conducts daily in-brief with Government and contractor
representative and prepare daily in-brief log. 2. Conduct daily
out-brief with Government and contractor representatives and prepare
daily out-brief log. 3. File daily in- brief and out-brief logs in the
Government trailer file cabinet. 4. Conduct rounds of Government field
office trailers and equipment, Government staging area, and
construction areas(s) and document in log. Rounds shall be conducted
every two hours of the un-armed security guards shift. 5. Notify
Government and or contractor personnel, as determined in the daily
in-brief, or emergency situations. 6. Notify appropriate emergency
personnel of emergency situations. The offerers shall include the
following information in their written quotation: Item 0001- A lump sum
price for all of the services performed described above. The lump sum
shall be based upon the period of performance of approximately 2 months
commencing on August 1, 2000 and ending on September 30, 2000
(excluding holidays). It em 0002- Option Unit price for one additional
month of coverage, October 1-31, 2000. Item 0003- Option Unit price
for one additional month of coverage November 1-30, 2000 (excluding
Thanksgiving Holiday). Item 0004-Option C Unit price ($/day) for 24
hours guard services for 3 holidays (Labor Day 9/4/00, Veteran s Day
11/11/00 and Thanksgiving Day 11/22/00. Item 0005- Option unit price
($/hour) for up to 240 additional hours. Items 0002, 0003, 0004 and
0005 are options. The Government will exercise the optional items if
needed. The Government at its option will request additional hours in
accordance with item 0005. All efforts will be made by the Government
to provide the request 24 hours prior to the required services. All
un-armed security guard rates shall be in accordance w ith United
States Service Contract Act rates for the Libby, Lincoln County,
Montana area (see attachment 1). The minimum wage rate for Guard 1 is
$8.41/hr. The successful vendor shall be licensed by the Montana Board
of Private Security Patrol Officers and Investigators. A copy of the
license will be submitted to the Government prior to award. The
provision at 52.212-1, Instruction to Offers Commercial Items, is
hereby incorporated by reference. The provision at 52.212-2, Evaluation
-- Commercial Items: The Government will award a purchase order
resulting from this solicitation to the responsible offeror conforming
to the solicitation that will be the best value to the Government,
considering that all specifications are met and price. Offers will be
received on an all or none basis. A single award will result from this
solicitation. A Firm Fixed-Price purchase order is anticipated. All
Offerors must include a completed copy of the provision at 52.212-3,
Offeror Representations and Certifications -- Commercial Items, with
their offer. The clause at 52.212-4, Contract Terms and Conditions --
Commercial Items, is incorporated by reference. The clause at 52.212-5,
Contract Terms and Conditions Required To Implement Statutes or
Executive Orders -- Commercial Items, applies to this acquisition;
additional clauses cited in 52.212-5 that apply to this acquisition
are: paragraph B, 1, 3, 5, 6, 9, 11, 12, 13, 14, 15, 23, paragraph C,
