17, 2000 is hereby amended as follows: The project description (Scope
of Work) in Item 17 is removed and replaced with the following: 4.0
Scope of Work: This contract will require barge and crane support to
the project for a period of seven (7) 10-hour workdays. In addition to
supporting the magnetometer replacement, the contractor will be
required to place two (2) government supplied spar buoys, one at each
end of the shallow array. The buoy anchors will consist of one
500-pound concrete clump for each buoy. The coordinates for the spar
buoys will be provided by the government. A U.S. Navy dive team
consisting of approximately 15 personnel will perform the diving
operations, including final inspection of the spar buoys to verify buoy
counter weights are functioning properly. The contractor will be
required to provide the following equipment, material and capabilities:
1. Work barge equipped with crane with a lifting capacity of not less
than 20 tons. 2. Tug or pusher-boat assist to the barge. 3. Personnel
to operate the barge, crane, and tug/pusher boat. At a minimum this
should consist of a barge foreman, crane operator, tug/pusher boat
operator, and two riggers. Members of the U.S. Navy dive team are
rigger qualified and will be available to assist with barge operations.
4. Ability to maintain station in either a four-point mooring or spuds
or a combination of both. 5. Provide an area of approximately 1600
square feet on the barge for U.S. Navy diver equipment. The equipment
will consist of a surface supplied dive station, air compressor and
flasks, hyperbaric chamber, and equipment container. 6. Provide a
cofferdam that will allow for a current free work environment for the
divers.  Cofferdam dimensions should be approximately 20 feet
in diameter, 8 feet in height, with a wall thickness of not less than
3/8 inches (see enclosure 1). A modified steel tank with similar
dimensions is suitable for this purpose. The contractor will provide
the cofferdam with appropriate lifting points that will not impede the
divers descent, ascent, or bottom time. 7. Ability to safely place the
cofferdam on the channel bottom at specified locations provided by the
Government. The U.S. Navy dive team will provide DGPS positioning for
the project. 8. 400 cubic yards of pea gravel. 9. Ability to place
specific quantities of pea gravel on the channel bottom within a 20
foot diameter circle. 10. Ability to remove all equipment from the
channel bottom and move the barge out of the channel with one hour's
notice. This requirement is in anticipation of vessel traffic requiring
use of the channel in the area replacement work is being performed. 11.
Ability to accurately place spar buoy anchors at predetermined
coordinates. The contractor may moor the barge during non-working hours
in the vicinity of the Data Concentrator Shed (see enclosure 2).
Mooring the barge in this location will require the use of navigation
lights on each of the four corners of the barge. The barge foreman and
the U.S. Navy dive supervisor will work together to insure proper
coordination of barge and diving operations. The contractor will make
the barge available to the government for inspection at least 1 week
