PRESOLICITATION NOTICE This is a combined synopsis/solicitation for
commercial items prepared in accordance with FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation that will be issued and
proposals are being requested. The solicitation number is FHQ00Q04118
and is issued as a request for quotation (RFQ). This solicitation,
incorporated provisions, and clauses are those in effect through
Federal Acquisition Circular 97-17. Description of Supply: The U.S.
Department of Treasury, Financial Management Services has a requirement
for an Ink Jet Printer System, to be used with the agency's MS073
Gunther Finisher. Specifications: Imager Controller/Drivers --
186-processor w/1 Meg RAM is resident in the Imager. Can be controlled
by any (486 or higher) IBM compatible personal computer via a parallel
or serial port connection. Optional Interface software available.
Printer Languages -- ASCII/Gunther. Machine Control—Machine
control and signaling must conform to Gunther standards to ensure
proper package tracking. Integrity Checking -- Vision system and
package tracking software ensure the highest level of integrity.
Dimensions -- 22.00" wide x 51.25" longer x 35.00 -- 38.00 (depending
upon infeed set height). Infeed ramp height adjustable from 30.00" to
34.00. Bulk Ink Supplies -- (featuring Hewlett-Packard Inkjet
Technology): (1) Cartridges: 3-pen configuration uses 3 Hewlett-Packard
inkjet print cartridge (Part No 1952193 with a deliverable ink volume
of 42ml, capable of 2.5 million characters per pen.1. (2) Ink System:
3-pen configuration uses 3 Ink Systems (Part No. 1952192) with a
deliverable ink volume of 370 ml., yielding 25 million characters per
system. Dimensions of Ink System: Each system includes a 12" W x 2" H
x 2.25 D" cardboard encased Ink Reservoir which attaches via 0.5"
diameter x 3" long plastic hose to a one-way valve on an inkjet print
cartridge. (3) Installation: Extremely user friendly-ink re-supply
takes less than 5 minutes and no tools are required. (4) Shelf life: 18
months in original packaging, 6 months after installation in printer
(Valid for an ambient temperature range of 10 to 30 degrees C). (5)

External ink reservoir location relative to print head: 4 inches +/-
1/2" below the surface of the print head. Up to 3 feet in length from
print head. Print head mounting orientation i.e., angle of inclination
to the horizontal: 90 degree to horizontal path of paper/substrate.
The horizontal path may be at an angle but loss of print quality may
occur. Maximum spacing between media and print head: Media must touch
the medial guide for optimum print quality. Fonts/set: Any true-type
font, barcode or Bitmap. 256K memory resident for multiple fonts.
Resolution: 600x300 dpi at 50 inches per second and 600x600 dpi at 25
inches per second. Print Rate: Up to 25,000 documents per hour,
application dependent (dependent on resolution, size of media, number
of lines, etc. Message Size per 3-pen Imager: 1.5" Height x 11" Length.
Multiple Imagers: Includes 2 imagers daisy chained together. Lines of
text or bitmaps cannot be split between imagers. Print Orientation:
Landscape, right side up and up side down print orientation (i.e.
180-degree rotation). Left-to-right or right-to left document path.
Power Requirements: 208 V single-phase 30A 4 wire. Envelope Size Range:
#10 up to 10" x 13". Envelope Thickness Range: Dynamic range from .010"
up to .375". Divert Bin: Ability to divert product from the finishing
stream after printing. This simplified acquisition firm fixed price
requirement is full and open to all business concerns. Proposals will
be evaluated based on technical acceptability offering the best value
to the government, considering price and non-price factors. Delivery
FOB destination. Interested offerors should submit a price for item
identified above. FAR 52.212-1, Instructions to Offerors -- Commercial
applies to this acquisition. The provision at FAR 52.212-2, Evaluation
-- Commercial items is hereby incorporated by reference. The government
will award a commercial item contract using simplified acquisition
procedures to the responsible offeror whose offer is most advantageous
to the government. The offers will be evaluated on the basis of system
