NASA/MSFC plans to issue a Request for Offer (RFO) for BETA TESTING
AND INITIAL FIELDING OF THE RESEARCH AND DEVELOPMENT MANAGEMENT (R&DM)
TOOL. NASA/MSFC intends to purchase the items from MTA, Inc. pursuant
to FAR 13.106 for the acquisition of supplies or services determined
to be reasonably available from only one source. MTA, Inc. developed an
integrated Research and Development Management (R&DM) Tool for use by
Historically Black Colleges and Universities (HBCU and Other Minority
Institution (OMI) involved in support of NASA specific R&D programs.
MTA designed the tool to enhance the management and administration of
NASA awarded R&D contracts and R&D subcontracts awarded by NASA prime
contractors. MTA also, designed the tool to enhance HBCUs/OMIs
awareness of NASA R&D contract/subcontract opportunities and to permit
NASA and NASA prime contractors a means to obtain a better
understanding of HBCUs/OMIs R&D capabilities. The Government does not
intend to acquire a commercial item using FAR Part 12. See Note 26. See

respond] Interested organizations may submit their capabilities and
qualifications to perform the effort in writing to the identified point
of contact not later than 4:30 p.m. local time on July 28, 2000. Such
capabilities/qualifications will be evaluated solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. A determination by the Government not to compete this proposed
effort on a full and open competition basis, based upon responses to
this notice is solely within the discretion of the government. An
Ombudsman has been appointed. See NASA Specific Note "B". All qualified
responsible sources may submit an offer which shall be considered by
