The United States Army Tank-automotive and Armaments Command-Warren (TACOM-Warren) will be issuing a Request for Proposal (RFP) for the acquisition of design, fabrication and test of an Electro Magnetic (EM) armor test bed capable of defeating anti-armor chemical energy penetrators. This effort will be acquired on a Cost-Plus-Fixed-Fee basis with SAIC Corporation, San Diego, California. The period of performance for this effort shall be four years. Any proposal received as a result of this synopsis will be evaluated for possible competition. The proposed contract is sole source. The solicitation will be issued in electronic format. The solicitation will be posted a our web site at http://contracting.tacom.army.mil/ research/researchproc.html. All solicitations issued after 1 Apr 1999 require offerors to submit offers paperlessly: only electronic format will be accepted. Contractors will be required to submit their response in one of the following electronic mediums: via 100 megabyte Zip*-disk, e-mail, 3 1/2 inch disk, or 650 megabyte CD ROM.
