shall furnish all labor, supervision, management, materials, equipment,
tools, laboratory, and transportation to thermally treat, on an "as
required" basis, soil generated by the United States Army, Fort
Wainwright and Fort Greely, Alaska and contaminated with petroleum, oil
and lubricants. Mobile units are not permitted on site. The base period
of performance is 1 October 2000, or date of contract award, whichever
is later, through 30 September 2001. The contract will include three
additional option years that the Government may exercise in accordance
with the contract terms. The "Option to Extend Services" clause, FAR
52.217-8, will also be included that authorizes the Government to
extend the contract up to an additional six (6) months within the
limits and at the rates specified in the contract. This acquisition is
unrestricted. The applicable SIC code is 8744, the size standard for
which is 500 employees. All responsive bids received in response to
