Synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. The invitation for bid document and
incorporated provisions and clauses are those in effect through the
Federal Acquisition Circular (FAC) 97-17. This is a Full and Open
procurement. The Standard Industrial Code is "7389". The small business
size is $5.0 million. The Department of Veterans Affairs, Austin
Automation Center (AAC), Austin, Texas (AAC) intends to procure the
following pre-sort mailing services. The AAC will print, fold and
insert the DMC letters then meter them with the required postage. These
letters will be ready for pick up by the pre-sort house driver no later
than 3:00 PM central time, Monday through Friday, excluding any federal
holidays. The contractor shall havea driver pick up the DMC letters in
their vehicle on the same day they are notified and deliver them to
their place of business for inclusion in bulk mailing for the best
discount possible. These letters shall be delivered to the US Postal
Service entry unit the same day as they picked up but no later than the
meter date. The average amount of letters per day is around 5,000. Of
these about 45.4% will be a letter and reply envelope, 20.3% will have
a letter only, 32.3% will get the reply envelope and a form. The last
2% will be handled by the AAC, as they are Certified mail. Total for
the year will be about 1,200,000 letters. The letters shall be
pre-sorted by zip codes and barcoded with 11 digit delivery point
barcodes. The mail pieces shall be metered with pre-sort slug. The
contractor shall provide a per piece cost to the AAC and the most
current postage data pricing for 1 oz and 2 oz presorted mailings. Due
to the turnaround times for mailings, this procurement is restricted
to providers in the Austin, Texas area. Period of these services shall
be from October 1, 2000 through September 30, 2001. Pickup Address is:

following FAR clauses apply to this solicitation: FAR 52.212-1,
Instructions to Offerors, Commercial Items with the addendum FAR
52.216-1 Type of Contract -- "The Government contemplates award of a
firm fixed price contract resulting from this solicitation". All
Offerors will be required to provide a completed copy of the provision
FAR 52-212-3 Offeror Representations and Notifications-Commercial
Items and with addendum, VAAR 852.219-70 Veteran Owned Small Business;
FAR 52.212-4 Contract Terms and Conditions-Commercial Items; and FAR
52.212-5, Contract Terms and Conditions Required to Implement Statutes
