Request for Quotations (RFQ) under FAR Part 13, Simplified Acquisition
Procedures, for non-commercial services to develop distributed
interfaces, models and simulations of manufacturing operations for the
shipbuilding and repair industry and the manufacturing industry in
general using commercial simulation software (Deneb Envision, Deneb
Virtual Numerical Control, Deneb IGRIP, Deneb Ergo, EAI Factory/Plan,
Factory Flow, Factory/CAD, EAI Transom Jack, Motion Factory Motivate,
ProModel, Autosimulations AutoSched, Autosimulations AutoMod, Systems
Modeling ARENA, Extended Imagine That, Mechanical Dynamics, Adams,
Cybele (and related Cybele modules) as well as the computer languages
C, C++ and Java. Responsibilities will focus on developing and
maintaining simulation models that include manufacturing processes for
steel fabrication, electromechanical production, die casting,
injection molding, machining, assembly, inspection, human operator
modeling, ergonomics analysis, and supply chain, discrete event models,
and graphical representations. This RFQ is a small business set-aside
under SIC Code 7379 (size standard: $18.0 million). The period of
performance for the resultant purchase order is one year. The contract
type for the purchase order will be labor-hour. The contractor will be
responsible for performing the tasks specified in the Statement of Work
(SOW) in one or more buildings located on the campus of the U. S.
Department of Commerce, National Institute of Standards and Technology
(NIST) in Gaithersburg, Maryland. The Government will award a purchase
order resulting from this RFQ to the responsible quoter whose quote
conforming to the RFQ will be most advantageous to the Government,
price and other factors considered. Award for the purchase order will
involve a tradeoff process whereby the following factors will be
considered in selecting the awardee: (a) written demonstration of
understanding of the SOW requirements and the technical approach that
would be employed during performance; (b) resume(s) of key person(s)
that would perform the SOW requirements; (c) past performance
information; and (d) price. Award may be made to other than the lowest
priced quote or to other than the highest technically rated quote. All
responsible sources that are small businesses under SIC Code 7379 may
submit a quote, which will be considered. The quoter should indicate
their Taxpayer ID number and DUNS number on their quote. Faxed quotes
