Health Resources and Services Administration intends to negotiate on a
SOLE SOURCE basis with the District of Columbia Government, Department
of Employment Services, Washington, D.C. This procurement shall be
processed in accordance with the Simplified Acquisition Procedures in
Part 13 of the Federal Acquisition Regulations. The purpose of this
procurement, referred to as the Health and Human Services Academy
(HHSA), Public Health Student Internship Development Model, is to
create a "year round new careers model" for the HHSA student
internships. This model will incorporate both, a part-time, 9 -month
"academic year" component and a full-time "3-month" summer component.
The contractor shall develop and operate a student internship program
that provides a hands-on learning environment for the effective
placement, utilization and development of 50 HHSA students in
hospital-medical settings and human service related environments,
consistent with stated occupational and classroom objectives. The
program design shall incorporate job selection and placement criteria,
identify appropriate nonprofessional tasks, duties and
responsibilities, provide for the creative integration of learning
based upon both academic curricula and occupational training and
establish individual performance standards and program evaluation. The
contractor shall, in formulating the model, include an assessment
procedure to produce a set of recommendations to be used by the Academy
leadership and faculty to link the program model to the overall HHSA
program of study. The District of Columbia Government, Department of
Employment Services is deemed the only responsible source capable of
providing the required work and services. The period of performance is
ten weeks. A Justification for Other than Full and Open Competition is
