The National Oceanic and Atmospheric Administration Office of Marine and Aviation Operations requires the services of a vessel, its equipment, material, crew, and provisions, including food, water, and fuel for the period August 7, 2000, to August 24, 2000, to conduct pelagic longline fishing operations in the western North Atlantic Ocean no more than 200 nautical miles off shore. This vessel will embark 1-2 government scientific personnel and will serve as a platform for conducting longlining to support shark (porbeagle) tagging, tracking, fish biology studies, and general oceanography in support of the National Marine Fisheries Service, Northeast Fisheries Science Center (NEFSC). The charter will either begin and end in Woods Hole, Massachusetts, or the vessel's homeport depending upon closest proximity to the primary fishing grounds (Georges Bank, Gulf of Maine, Bay of Fundy, and Nova Scotian Shelf). The vessel must be of sufficient size, range, and endurance and staffed to conduct operations safelyand efficiently. The vessel's length must not exceed 200 feet overall. The vessel's draft cannot exceed 18 feet when fully loaded. The vessel shall be capable of maintaining a transit speed of at least 7.0 knots while operating fully laden in moderate seas. The vessel shall be capable of maintaining a longlining speed within the range of 2.0 knots to 6.0 knots in moderate weather conditions (any heading). The vessel shall also be capable of maintaining a minimum speed with steerage of less than or equal to 2.0 knots. The vessel shall have a range of not less than 2,000 nautical miles at sustained cruising speed in moderate seas. The vessel shall have an effective endurance of not less than 18 days. The master or mate of the vessel shall have current operational experience (within the previous 24 months) demonstrating commercial success in fishing for porbeagles. Documentation demonstrating success in fishing for porbeagles is requested. The proposed contract is 100% Small Business set-aside. All responsible sources may submit a quotation which shall be considered by the agency.
