E -- POTENTIAL EXCHANGE AND TRANSFER OF NAVY HOUSING, FORT SHERIDAN, IL SOL N62467-00-R-0376 DUE 091100 POC R.D. Lattimore (843) 820-5888 Section 2870 of the National Defense Authorization Act for Fiscal Year 1996 provides authority to the Secretary of the Navy (Secretary) to convey all right, title, and interest of the United States to a parcel of real property (including any improvements thereon) at Fort Sheridan, IL, consisting of approximately 206.5 acres and comprising the Navy housing areas at Fort Sheridan. As consideration for the conveyance, the transferee selected shall convey to the United States a parcel of real property (replacement property) that is located not more than 25 miles from the intersection of Sheridan Road and Farragut Avenue, outside the front gate of Naval Training Center Great Lakes, IL. The replacement property must be located in a neighborhood or area having social and economic conditions similar to the social and economic conditions of the area in which Fort Sheridan is located, and must be acceptable to the Secretary. The transferee shall design for and construct on the replacement property housing facilities (including support facilities and infrastructure) to replace the 329 existing housing facilities including support facilities conveyed at Fort Sheridan. The replacement property must be free and clear of encumbrances and have no liens or encumbrances other than expected utility easements. The transferee shall coordinate with local utility providers for ownership of utility systems on the replacement property. Streets on the replacement property shall be dedicated to the community. The transferee shall pay the cost of relocating members of the Armed Forces residing in the Fort Sheridan housing facilities to the housing on the replacement property and pay the cost of relocating other Government tenants located on the property to new locations of the tenants' selection and expense. The transferee shall ensure that dependents of members of the Armed Forces may enroll at the schools of one or more school districts in the vicinity of the replacement property which meet standards for schools and school districts as the Secretary shall establish and will continue to meet such standards after the enrollment of dependents regardless of the receipt by such school districts of Federal impact aid. Interested parties are invited to attend a short briefing strictly for the purpose of identification of the Fort Sheridan Navy property general boundaries and locations at 2:00 p.m. on August 10, 2000 at Building 142, Patten Road, Fort Sheridan, IL 60037. No additional information about this advertisement will be given at that time. Parties will be able to take a self-guided tour of the property at their convenience. A Public Meeting to provide additional information about this advertisement will be held at 7:00 p.m. on August 10, 2000 at The Hotel Moraine by Clarion, 700 N. Sheridan Road, Highwood, IL 60040. All interested parties are invited to attend. An Information Package including maps of Fort Sheridan, preliminary environmental information, cultural resource information, a list of existing improvements at Fort Sheridan, replacement housing unit types and characteristics, and a standard list of replacement support facilities will be distributed at the Public Meeting. SOIs should include the interested party's name, identifying the names of any partners and their principals, address, and phone number; qualifications, experience, and past performance with regard to projects of a similar nature, scope and scale; and team/organization composition with qualifications of key project participants.
