National Air Intelligence Center (NAIC)is contemplating a superseding,5
year, single award, contract for continuing development of machine
translation(MT) software and the expansion of dictionaries, which are
integral to the functioning of NAIC'S Systran MT systems. NAIC has been
developing, operating, and maintaining Systran MT systems since 1969.
The Systran MT Systems are the only known MT systems that cover the
wide range of systems of interest to NAIC and which employ the
context-sensitive language analysis that is compatible with the NAIC's
systems . In addition, Systran MT systems have been identified by the
DODISS migration board as the only migration MT System. The
contractual effort will provide for continuing upgrades and
enhancements to existing Systran MT systems, which will include the
development and maintenance of Russian-English, French-English,
German-English, Chinese-English, Spanish-English, Korean-English,
Slovak-English, Albanian,-English, Ukrainian-English,
Serbo-Croation-English, Japanese-English, Polish-English,
English-Chinese, English-Korean, English-Japanese, English-Korean and
Czech-English. Experience is required in various computer languages and
operating systems. These include C and C + +, UNIX, Linux, Java,
Unicode, and SunOS4.x, and Solaris 2.x operating systems. Potential
sources must provide evidence and experience to operate and maintain
the Systran MT system. If an offeror has a commercially available
machine translation system that will provide 100% of the functionality
of the Systran MT System, please provide information for the USAF to
evaluate its ability to function as an alternative to the Systran MT
System. All responses will be evaluated against the criteria in this
announcement.Limit responses to 10 pages or less. Responses are
requested by 25 July 00 This notice announces the intent of the Air
Force to issue a sole-source award to Systran Software, Inc. for these
services . A 60 month, time and materials contract is contemplated.
Foreign participation on this contract is not authorized. This notice
is a presolicitation notice for this acquisition. An Ombudsman has been
established for this acquisition. The only purpose of the Ombudsman is
to receive and communicate serious concerns with potential offerors,
when an offeror prefers not to use established channels to communicate
his/her concerns during the proposal development phase of this
acquisition. Potential offerors should use established channels to
request information, pose questions, and voice concerns before
resorting to the use of the Ombudsman. Potential offerors are invited
