208-387-5717 This is a combined synopsis/solicitation for a commercial
item prepared in accordance with the format in Federal Acquisition
Regulations (FAR) Subpart 12.6 as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; offers are requested and a written solicitation
will not be issued. Solicitation #RAQ002302 is issued as a Request for
Quotations (RFQ). This document incorporates provisions and clauses in
effect through Federal Acquisition Circular (FAC) 95-17. This
solicitation is set-aside 100% for small business. The Standard
Industrial Code (SIC) is 2394 Canvas and Related Products. The business
size standard is 500 employees. (1) REQUIREMENT: The Bureau of Land
Management (BLM) at the National Interagency Fire Center (NIFC) has a
requirement for 200 sunscreen flys, used in wildland fire suppression
work to protect firefighters from solar radiation. (2) SPECIFICATION:
The sunscreen flys shall be 20 feet x 20 feet in size and made of 80%
black knitted shade cloth that has a ball burst strength of 8.8 kg/cm
. The material shall have a UV resistant guarantee of 8 years with hole
sizes not greather than 2 mm by 2 mm. The flys shall be hemmed around
the outer edges and contain #4 grommets on each corner and every 2 feet
around the hemmed edge. (3) PACKAGING AND MARKING: All sunscreen flys
shall be packaged neatly in boxes weighing less than 80 pounds. Flys
shall be easy to separate. Packaging shall protect the flys from damage
and the Contractor may use their standard commercial packaging
practices provided these standards are met. The Contractor is
responsible for any damage or loss during shipping. (4) INSPECTION AND
ACCEPTANCE: Upon delivery, the flys shall be visually inspected by the
Government for compliance with the specifications. No flys will be
accepted that do not comply with the specifications. Final acceptance
is the responsibility of the Contracting Officer (CO). (5) DELIVERY:
The sunscreen flys shall be delivered within 30 days after an order is
issued. All flys shall be delivered FOB Destination to: National
Interagency Fire Center, Bureau of Land Management, 3833 S. Development
Ave., Boise, ID 83705-5354. "FOB Destination" means all transportation
or freight costs shall be paid by the Contractor and included in the
unit price quoted for each item. (6) CLAUSES: The following provisions
and clauses apply to this procurement: (a) FAR 52.212-01 INSTRUCTIONS
TO OFFERORS -- COMMERCIAL ITEMS; (b) FAR 52.212-03 OFFEROR
REPRESENTATIONS AND CERTIFICATIONS -- COMMERCIAL ITEMS; (c) FAR
52.212-04 CONTRACT TERMS AND CONDITIONS -- COMMERCIAL ITEMS; (d) FAR
52.212-05 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES
OF EXECUTIVE ORDERS COMMERCIAL ITEMS (the following FAR clauses apply
under para (b)); 52.222-26; 52.222-35; 52.222-36; 52.222-37;
52.225-03); (e) 52.219-06 NOTICE OF TOTAL SMALL BUSINESS SET-ASIDE; (f)
BLM 1510.037 ELECTRONIC FUNDS TRANSFER PAYMENTS. The full text of these

submitted in writing on a SF1449 or company letterhead and shall
include: (1) RFQ number, (2) company name and address, (3) point of
contact, (4) phone number, (5) fax number, (6) delivery period, number
of days or weeks, (7) unit price, (8) extended price, (8) prompt
payment discount terms, and (9) a completed copy of FAR 52.212-03
provision. Quotes shall be submitted by July 24, 2000, 4:00 PM, local
time to the NIFC, BLM, ATTN: Kay Ryan, 3833 S. Development Ave., Boise,
ID 83705-5354 or by FAX at 208-387-5574. All responsible offerors may
submit a quotation that, if timely received, shall be considered for
