(919/541-3164) The Environmental Protection Agency intends to negotiate
on a sole source basis with Buxco Electronics, Inc., 95 West Woods Road
#2, Sharon, CT 06069, for the purchase of a Forced Maneuvers System.
The equipment will be used for pulmonary function testing in small
laboratory animals. These studies require the ability to measure
ventilation parameters (frequency of breathing, compliance,
resistance), lung volumes (total lung volume, residual volume, vital
capacity, tidal volume, functional residual capacity, and inspiratory
capacity), lung diffusion capacity (DLco), nitrogen washout
characteristics, pressure-volume curve attributes (quasi static
compliance) and flow-volume properties (peak flow, FEV's). It is
required that these tasks be automated and parameters calculated on
line using a PC, in an easy to use all inclusive system. The data
collected from the Forced Maneuvers System must be compatible with the
data collected from an already existing BUXCO Dyspnea System. Data
reduction from common data capture systems is extremely important to
conduct studies that are seamless in data files for further statistical
handling. Items to be procured are as follows: Tracheal Manifold with
solenoids (frc & fast exp value) and negative reservoir, Quantity of 1;
PLY3114 -- plethysmograph for anesthetized rodent, Quantity of 1;
Pressure panel, includes 3 modular preamps, pressure & flow regulator
displays, pump, built-in reservoirs, solenoids, control and calibration
circuitry, Quantity of 1; Transducers (1 for flow measurement, 2 for
pressure measurement), Quantity of 3; Biosystem for Maneuvers, includes
A/D card and application software to support the following maneuvers:
resistance & compliance, fast forced expiration (peak flows, fev's,
etc.), slow expiration (for volumes and quasistatic compliance), single
breath nitrogen washout, FRC (barometric) and DLCO, quantity of 1;
Installation & Training Charges -- 2 days. EPA believes that the Buxco
Electronics, Inc. Forced Maneuvers System is the only system capable
of satisfying the complex technical requirements stated above. No
solicitation is available. All interested parties must identify their
interest and capability to respond to the requirement within 15 days of
the date of this announcement. A determination by the Government not to
compete this procurement based upon responses to this notice is solely
within the discretion of the Government. Information received will be
considered solely for the purpose of determining whether to conduct a
competitive procurement. Interested vendors shall: 1) include
information on the proposed services which clearly supports the
requirements outlined above and; provide pricing sufficient to make a
determination that competition is feasible. Responses to this synopsis
