State, Bureau of Diplomatic Security, has a requirement for Ballistic
Transparent Armor Glass for replacement windshields, side and rear
windows of fully armored and light armored vehicles. Glass needs to
conform to ballistic standards provided in the solicitation and be able
to fit commercially built fully armored and light armored automobiles,
trucks, and carry-all vans. This solicitation is an RFP to be issued
on or about August 14, 2000. The Government plans to issue the
solicitation via the Internet on the Statebuy Interactive Platform
(SIP). You can reach the SIP through the URL:

Interactive Platform. Once there (http://state.monmouth.army.mil/),
click on the U.S. Dept. of State Business Opportunities to see the
listing that will contain the solicitation. It is strongly recommended
that you "Subscribe" to receive email notification of the solicitation
issuance and other information that may be launched to the site. To do
this, go to the SIP site at http://state.monmouth.army.mil/ and go to
"Secured Services" near the bottom. Proceed from that link to the next
page and at the bottom click on "Subscribe". Fill in the blocks
requested and choose the CBD category indicated above to get on the

22219. The government anticipates a multiple award of two Indefinite
Delivery, Indefinite Quantity (IDIQ) contracts for one base year and
four priced-out option years. While price may be a significant factor
in the evaluation of proposals, the final award decision will be based
upon a combination of price, delivery, past performance and other
evaluation factors as described in the solicitation. No telegram and
