The Government intends to negotiate an Indefinite Delivery / Requirements type contract with firm fixed price unit prices for the printing of custom designed printed survey instruments, as required by the Navy Personnel Research, Studies, and Technology Department (NPRST), Millington TN. The resulting contract will be from the date of award thru 12 months with four (4) one-year options. This procurement will be solicited on the basis of other than full and open competition -- sole source. The procedures authorized under FAR 13.5 Test Program for Commercial Items will be utilized for this acquisition. The Standard Industrial Code (SIC) is 2752. The products and services to be procured are required to provide support to various naval commands. The surveys are used to conduct and coordinate various research studies and fill required functions as specified by the Chief of Naval Operation's primary personnel survey resource. Negatives of the surveys are created from diskette or email versions using the 'Design Expert' software, then stored on a Macintosh computer or an IBM. Printed survey instruments are custom designed and must conform to the exact requirements of an OPSCAN 10 Model 55 pencil read head scanner. The image size, registration, and trim are necessary requirements in order for the scanner to accurately read the data off every scanned sheet. Data integrity is important and it is imperative that the scannable documents that are purchased come from a vendor who thoroughly understands the scanning process and the relationship between the documents and the scanner. Due to the short lead-time for printing, it is critical that the survey instruments meet specifications every time. Offerors must have the capability to create the custom negatives of a survey from an email or diskette provided by NPRST. Negatives must contain zero errors. It is believed that common commercial practice is to print the survey document generated on the desktop computer onto a computer disk, scan the document, and then print in mass quantities. The transitioning between multiple pieces of equipment results in the transmission of errors which cannot be picked up with 100% reliability by the OPSCAN 10 model 55 reader. Only one vendor is known, which understands all requirements of the scanner and has developed printing standards and testing equipment, which assures that only quality documents are produced. This includes printing surveys on patented Mark Relex paper whose specifications guarantee data integrity for the OpScan line of printers. All information is stored in the Design Expert window-based or Mac version software. Offeror shall guarantee the survey instruments will be readable by an OPSCAN 10 Model 55 pencil read head scanner, within the short lead-time often requested by the command. Paper samples taken from uniform intervals throughout the millrun must be inspected to assure that the paper reflectance levels are consistent and that inherent differences in pulps used and variations created during the mill blending process have not affected the paper quality requirements. Potential offerors are hereby notified that the solicitation and subsequent amendments to the solicitation will only be available by downloading the documents at FISC Norfolk website: www.nor.fisc.navy.mil or at http://neco.navy.mil, and this office will no longer issue hard copy solicitations. Solicitation is expected to be released for proposals on or around July 14 2000. Written requests must include company name, point of contact, solicitation number, address, phone number, and email address (if available). By submitting a proposal, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal Agency.
