The purpose of this amendment is to extend the date for receipt of technical and cost proposals from 10 July 2000 to 17 July 2000. Proposals in response to this announcement must be received no later than 1:00 PM central daylight time 17 July 2000 addressed to AFRL/MNK, Suite 337, 101 W. Eglin Blvd., Eglin AFB FL 32542-6810, Attn: MiMi Martin. Proposals submitted after the cut-off date specified herein shall be treated in accordance with FAR 52-215-1(c)(3), Instructions to Offerors -- Competitive Acquisition. Responses must reference the above number (MNK-PRDA-00-0002). Proposals submitted must be in accordance with this announcement. Since this is a PRDA, there will be no formal request for proposal or other solicitation regarding this announcement. POINTS OF CONTACT: (1) Ombudsman: An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather to the Contracting Officer, Contract Specialist, or the Program Manager identified above.
