slwillia@usgs.gov. The US National Seismograph Network (USNSN),
Seismograph Networks Project, Central Region Geologic Hazards Team,
U.S. Geological Survey operates a private satellite network in order to
collect data from remote seismograph stations and to provide data to
cooperating partners. The current system, SkyLinX system will no longer
be supported or maintained. This requirement is to replace or upgrade
the existing system to a level that will be maintaniable for a
reasonable period of time. It is expected that the upgrade shall
utilize existing equipment to the greatest extent practicable. The
current SkyLinX system is comprised of a hub and approximately 60
VSATs. The hub system includes RF(radio frequency), IF(intermediate
frequency), packet switch, network control, host adapter and console
subsystems along with ancillary cabling and software. The VSAT systems
include antenna, ORU (outdoor RF or feedhorn unit) and DPU (digital
processing or indoor unit) along with cabling, firmware, and software.
The upgrade (SkyRelay) system must provide a complete functional
replacement for the existing SkyLinX system. The upgrade shall utilize
the existig 4.5m Vertex antenna and RF shelter. High power amplifiers
sufficient to drive two 64 Kbps outlinks (minimum) at a level
sufficient to achieve 98% availability at the weakest link are
required. One 64 Kbps outlink (2 TMCCs or transmit master
communications controllers) and five 64 kbps returnlinks (6 RMCCs or
receive master communications controlls) are required. One redundant
Switching Element is required. One redundant NAM (network access
module) is required. It is anticipated that data will be delivered in
the X.25 protocal via 64 or 128 Kbps synchronous ports. One NMS
(network management system) server is required at least one NMS clinet.
It is acceptable for the client/server software to run n the same
computer. The older 6500 ORUS need to be upgrade. All data input/output
will be by means of the standard asynchronous ports at speeds of 9.6
and 19.2 Kbps. The DPU must be configurable for XON/XOFF flow control
in one or both directions on each of two ports and must provide DSR
active when a call is upon each of two ports, and must provide BREAK of
at least 8 s duration on at least one port. The VSAT Equipment shall be
compatible with existing Prodelin 1.8m antennas and existing cabling,
no antennas or IFL cables will be required. we consider the only
available source to be the SkyRelay model 4576/6600 DPU/ORU to be
compatible. The SkyLinX provides a 4ms pulse with the leading edge
synchronized with the SOF signal from the hub on the DSR line of port
3. At the same time an ASCII message including the SOF number is
trnasmitted out of port 3. The free running oscillator in the seismic
data logger is synchronized to the known time of one SOF pulse and the
known interval between SOF pulses. Based on the information at this
time and in accordance with 41 U.S.C 253 (c)(1), implemented by FAR
6.302-1, the Government considers the items specified as a sole source
from VIA SAT, Inc., Norcorss, GA., and proposes to negotiate a
contract with that firm on that basis. However, should additional
sources be identified, they will be considered. Firms who feel that
they can furnish the requied items, based on the criteria specified
herein are invited to submit in writing an affirmative response to this
announcement. An affirmative response would include literature,
brochures and such materials which correspond to the required items
stated herein. This information will be evaluated and used to determine
if competition exists. Since no solicitation document exists, requests
for such documents without accompanying information will be considered
non-responsive to this request without further consideration. See Note
