plans to issue a Request for Quotation (RFQ) for the development of
software tools which use advanced model correlation algorithms for use
on Shuttle payload math models including the following: Generalized
Error Locator algorithm; implementation of Genetic Algorithms for
optimizing model updating using Bayesian objective functions;
Non-sensitivity-based model updating based on Structural Dynamics
Modification theory. In addition, the selected vendor shall develop
pre-test planning software tools implementing Maximum Average Kinetic
Energy, Eigenvector Product, and QR Decomposition instrumentation
locating algorithms and FRF and Mode Indicator Function
Excitation-evaluating algorithms. The vendor shall deliver Matlab-based
software programs to conduct pre-test planning and model correlation
utilizing outputs from COSMIC NASTRAN and software tools developed
under this contract. The software delivered under this contract must be
demonstrated on a model of a P6 payload. The vendor shall investigate
combining multiple model and static test results into one model
correlation process, write and deliver a final report on such. This
procurement is being conducted under the Simplified Acquisition
Procedures (SAP). NASA/JSC intends to obtain this work and resulting
software from Ztech Engineering Services in Friendswood, Texas. Ztech
key personnel have developed many of the methods called for by this
procurement and has been instrumental in previously coding some of
these algorithms. Ztech is the only company which has used advanced
dynamic model correlation tools to update complex NASA payloads such as
the P6. This unique knowledge is required to develop the COSMIC NASTRAN
model updating capability. Therefore, it is in the best interest of the
Government to obtain this expertise and Ztech Engineering Services is
the only known qualified source. In accordance with FAR 6.302-1 and
U.S.C. 2304(c)(1), a Justification for Other than Full and Open
Competition stating a unique source is being prepared. Technical
questions should be directed to the Technical Monitor for this
procurement, Michael Grygier at (281) 483-6398. The Government intends
to acquire a commercial item using FAR Part 12. Interested
organizations may submit their capabilities and qualifications to
perform the effort in writing to the identified point of contact not
later than 4:30 p.m. local time on July 19, 2000. Such
capabilities/qualifications will be evaluated solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. A determination by the Government not to compete this proposed
effort on a full and open competition basis, based upon responses to
this notice is solely within the discretion of the Government. Oral
communications are not acceptable in response to this notice. All
responsible sources may submit an offer which shall be considered by
