USSTRATCOM Information Meeting United States Strategic Command
(USSTRATCOM) will host a USSTRATCOM Information Meeting in the Capehart
Theater, Building 5081, Hruska Drive, Bellevue NE at 8:00 to 11:00 on
26 July 2000. This meeting will feature Government presentations of
current USSTRATCOM contracts and future requirements in support of
information technology operational support, hardware maintenance,
software development and maintenance, database development and
maintenance, and engineering support. The briefings are unclassified
but restricted to domestic contractors. The USSTRATCOM environment
includes a number of special considerations that might not be routine
for all potential providers. One of these is the requirement for
24-hour support for selected computer operations as well as for
exercises, contingencies, deployed support, and crisis situations.
Additionally, the efforts will involve the handling and storage of
classified material, with responsibility for unsupervised access to
secure spaces within USSTRATCOM, to include storage of classified
materials, opening and closing alarmed areas, and properly escorting
both contractor and government visitors within the various work areas.
Both the provider organization and its individual personnel shall be
subject to investigations and potential adverse action in the event of
security deviations or violations. The support effort will include
both Personnel Reliability Program (PRP), Top Secret _ Single
Integrated Operations Plan (TS-SIOP), Special Access Required (SAR),
and Sensitive Compartmented Information (SCI) certification
requirements, and shall comply with all applicable Department of
Defense Directives and Air Force Instructions. The Government's goal is
to aid industry in understanding future directions and needs of
USSTRATCOM. The Government does not intend to award any contracts on
the basis of information supplied during this conference, or otherwise
pay for any information received from the participating firms. If you

the presentation. MISSLES TRW F25600-97-C-0500 Cost-plus-award-fee
Service Contract Est $25,000,000.00 DESCRIPTION: Ballistic Missile
Strike Planning Software Support (BMSPSS) for USSTRATCOM. The BMSPSS
program provides cost effective software and systems engineering
support to the USSTRATCOM Missile Strike Team to maintain and enhance
the ballistic missile planning system in support of strategic and
theater nuclear and conventional targeting. BMSPSS is designed for
USSTRATCOM to rapidly allocate and assign intercontinental and
sea-launched ballistic missiles. TARGETING/ ANAYLSIS SCIENCE
APPLICATIONS INTERNATIONAL CORP F25600-99-C-0503 NIDS and MEM together
Cost-Plus-Award-Fee Est $10,000,000.00 DESCRIPTION: The National
_Desired Ground Zero_ (DGZ_) List (DL) Integrated Development System
(NIDS) II System is critical to the Strategic War Planning System
(SWPS) environment. This software development effort focuses on
expanding the NIDS II functionality and maintaining the Multiple
Engagement Module (MEM). This includes the continued development of the
National Target Base (NTB) production and Target Selection and Coding
rules functionality and integrating them into the current NIDS
software. The functionality will include database management and
maintenance. The Multiple Engagement Module (MEM) is used to evaluate
attrition to the intercontinental ballistic missile-submarine launched
ballistic missile (ICBM/SLBM) portion of a US attack from the Soviet
ballistic missile defense (BMD) system. The primary requirement is for
on-site support and enhancement services. Specific tasks to be
accomplished include: Development, implementation and maintenance of
new releases and providing strategic and tactical analytical modeling
support to include mission tactical analytical modeling support.
QUALITY REVIEW (QR) LOGICON F25600-97-C-0501 Cost-plus-award-fee
Service Contract Est $20,000,000.00 Description: This contract provides
maintenance and enhancement of Allocation, Quality Review, and Analysis
Software, Combined Mating and Ranging Program Software, SWPS Standard
Migration Software, and Strategic Mating and Ranging Program Software
for the U.S. Strategic Command (USSTRATCOM). COMPUTING ENVIRONMENT
STRATCOM ARCHITECTURE (CESAR) LOCKHEED MARTIN F25600-99-C-0501
Cost-Plus-Award-Fee Est $146,700,387.00 DESCRIPTION: CESAR provides C4
(Command, Control, Communication, Computers) information technology
and integration services to support the missions that are critical in
the decision making, strategic planning and analysis, force management
and command management by CINC USSTRATCOM and the National Command
Authorities. This contract provides a wide range of integration,
development and non-personal technical support to USSTRATCOM and
related customers. Support to be provided is primarily in support of J5
(Plans and Policy Directorate) and the J3 (Operations Directorate) and
includes the following: System Engineering and analysis; information
technology planning, architectures and standards development and
maintenance, systems development and fielding, configuration management
and testing, and systems operations and maintenance. STRATCOM
INFORMATION TECHNOLOGY SUPPORT (SITS) TRW, INC. F25600-99-C-0502
Cost-Plus-Award-Fee Est $80,230,805.37 DESCRIPTION: The SITS contract
provides support for select Information Technology functions that
compose the United States Strategic Command (USSTRACOM) Command,
Control, Communications, and Computer (C4) Systems which support the
Commander in Chief, United States Strategic Command. The contractor
supports a common operating environment for the USSTRATCOM C4I systems,
which includes hardware, software, networks, databases, and operating
systems. The functions are: Technical and Security Administration
Support, Software Development Maintenance, Hardware Systems Operations
and Support, Database Management System Support, Systems Engineering
Support, Help Desk Administration, Training, and Deployed Technical
Operations Support. AIR VEHICLE PLANNING SYSTEM BAE SYSTEMS MISSION
SOLUTIONS INC. DSWA01-97-C-0035 Cost-Plus-Award-Fee Est $50,630,010.00
DESCRIPTION: The Air Vehicle Planning System (APS 2) contract provides
an automated route planning system for the development and maintenance
of manned and unmanned air vehicles. This includes bombers, dual
capable aircraft, cruise missiles, reconnaissance air vehicles, and air
refueling support aircraft. APS 2 de-conflicts air vehicle missions and
provides chronologized plan development and maintenance in support of
strategic and non-strategic plans, including the Strategic War Planning
