61 -- MARKET SURVEY FOR 3KILOWATT(KW) ELECTRIC POWER GENERATION SYSTEM POC Mr.Raymond Billings, 703-704-3200 This is a Market Survey seeking sources which have the capability to provide the following: A 3 KILOWATT (kW) 0.8 POWER FACTOR (pf), 400-HERTZ (Hz) AND 60-Hz ALTERNATING CURRENT (ac), DIESEL FUELED ELECTRIC POWER GENERATION SYSTEMS. Contact Point, Raymong Billings at (703)704-3200. The U.S. ARMY Communications Electronics Command (CECOM) requests information from manufacturing sources regarding their capability to manufacture the current DoD 3 kW Tactical Quiet Generator (TQG) using Government furnished drawings or provide a mature commercial design meeting the following requirements. Mobile Electric Power (MEP) 3 kW generator requirements are to be met with a diesel fueled engine, generator, and all normal operating controls and protective devices. The equipment must provide full rated power over the full range of military ambient operating conditions (+120o F to -25o F), including 1,000 feet and 107o F. Output frequencies of these sets are 400-Hz and 60-Hz. Voltage and phase connections for these sets are 120-volt single phase and 120/240-volt single phase. The audio noise sound pressure level (SPL) for these sets are from 70 dB(A) at 7 meters from the set and 85 dB(A) at 0.7 meter from any point on the control panel. The sets shall also have a 24-volt starter system along with a 24-volt standard NATO slave receptacle. The set weight is 326 pounds, including the battery and a full tank of fuel, it shall also have a manual starting system. The sets shall be storable at any possible humidity from +160o F to -60o F and in a salt-fog environment. Include an onboard fuel tank capable of supporting eight hours of continuous operation at rated load and also have the capability of operating from external fuel sources. The set shall be operable when sited in any direction on uneven terrain with grades up to 15o. The engine exhaust shall exit the set in an upward direction. The set shall provide automatic shutdown (with manual override) due to over speed, low fuel, low oil pressure, high temperature and over voltage. The sets shall survive the effects of High Altitude Electromagnetic Pulse (HAEMP) and meet standard military Electro-Magnetic Interference (EMI) requirements. The minimum reliability of the set shall be 500 hours Mean Time Between Failures (MTBF) at a 90% Lower Confidence Level (LCL). The sets must also be marine, rail, highway and air transportable. The set dimensions shall not exceed a length of 35 inches, a width of 28 inches, and a height of 27 inches. The Government will not pay for information submitted. All proprietary and restricted information shall be clearly marked. Estimated quantity is 15,400 each from calendar year 2002 through 2008 with a delivery rate of approximately 200 sets per month. Request that specific product literature, technical information as well as organization profile be supplied not later than 1 August 2000 to: Project Manager-Mobile Electric POW, 10205 Burbeck Road, Suite 105, Fort Belvoir, VA 22060-5863, ATTN: AMSEL-DSA-MEP-T, Mr. Raymond Billings.
