annemari.walsh@dix.army.mil. SOURCES SOUGHT Sources are currently being
sought for an OMB A-76 Cost Comparison Study that examines the
possibility of converting Government "in house" operations to
contractor operations at Fort Dix, NJ. The functions involved to date
are Logistics Support Services, Military Personnel Support Services,
Plans and Training Support and Information Management Services. The
following is a basic description of what will be contained in the
Performance Work Statement. Logistics -- Provides transportation supply
and maintenance services to installation, tenants and customers as
defined in AR 5-9. Transportation includes material movements,
personnel movements, personal property movements, and vehicle support.
Supply service includes, but is not limited, subsistence operations,
ordering of supplies, warehousing, packing, property control, central
receiving, shipping, classifying, bulk fuel operations, organizational
clothing and equipment, munitions/explosives operations/handling.
Maintenance includes, but is not limited to the maintenance, inspection
and repair of textiles, furniture, weapons, targetry, office equipment,
electronic equipment, materials handling equipment, special purpose
vehicles and tactical vehicles. Military Personnel Directorate -- works
in direct support of the Commander and has operational access to the
Command Group for military personnel management matters. Advises the
Installation Commander and staff, and subordinate commanders and
staffs, on military personnel management matters. Responsible for the
Retirement Services Program for Fort Dix. Assists retired and retiring
personnel and their eligible family members or survivors concerning
rights, benefits, and privileges. Maintains manual and automated
personnel records of permanent party officer and enlisted personnel
including DA Forms 2A, 2B, 2-1 and related records. Screens military
personnel files to verify eligibility for advancements from E2 to E4.
Verifies eligibility for board appearance for promotion to E5 and E6.
Maintains promotion rosters. Responsible for providing ID cards to
active duty, reserve and retired military personnel and their family
members. Issues civilian ID cards and limited privilege cards to
qualified personnel. Manages the pre-transition program for soldiers
separating from the Army because of their term of service and processes
applications for voluntary retirement. Manages military personnel
strength for units and takes action to equitably distribute soldiers.
Manages personnel reassignments based upon instructions from PERSCOM.
Processes passport applications and visas for active duty soldiers and
dependents based upon reassignment orders. Monitors automated
personnel accounting operations and audit reports. Analyzes and
processes source data and documents required for maintenance of SIDPERS
files. Manages mobilization exercises, SRP's, CRC processing,
automation functions, telephone, fax and reproduction functions within
AG area. Force Projection -- Performs planning, operations, museum,
education and security activities, as well as, operates and maintains
ranges for the installation and schedules use of classrooms.
Information Management -- Performs records management, warehousing,
automation, official mail and administration functions. The anticipated
SIC Code for this acquisition is 8744, Facilities Support Management
Services. Businesses, including their affiliates with annual receipts
of $20,000,000 or less during the past 12 months are considered small.
Government Furnished Property/Equipment will be turned over to the
contractor to perform required services. Respondents must identify
expertise in the above functions by submission of a capability
statement; past performance (3-5)years, client, point of contact,
estimated value). Respondents must identify their business status,
i.e., women-owned, Native American 8(a) or small business. Capability
statements should not exceed 10 pages. The contract will provide for a
60 day phase in period. Basic period of performance is anticipated to
be from 1Sep 2003 to 31 August 2004, with four one-year option
