This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). Requirement is for 1 ea. Digital Intensified Camera System consisting of a thermoelectrically cooled camera head, scientific grade 1 512x 512 pixel CCD, fiber optic coupled Gen IV image intensifier, 19x19 mpixel size, controller with programming timing generator, cables and software to operate system. The system shall meet the following specifications: A. 12 x 512 CCD with Gen IV High Resolution Image Intensifier with all high voltage (>10 volts) gating electronics built into the camera head. The detector head shall be sealed with no external vacuum supply or purging required. B. CCD Array: Scientific grade CCD 512 pixel by 512 pixels, 19 micron by 19 micron pixel size, 1.27:1 fiber optic taper, Imaging format (18mm IIT) 12 mm, Full well capacity 450,000 electrons per pixel, Vertical shift rate of 1.6 microsecond/row. C. Intensifier: 18mm Grade 0 Gen IV high resolution with P43 phosphor, 3 msec decay time. An anti-reflection coated quartz window shall protect the intensifier. D. Fiber optic CCD to Intensifier coupling. E. Pixel Illumination: The image intensifier shall illuminate all pixels on the CCD chip resulting in a usable 512 by 512 pixel image. Non-illumination of the corners of the image is not acceptable. F. CCD Cooling Thermoelectric, both water and air-cooling to be built in. Sealed camera front end requiring no nitrogen flow. CCD cooled to -250C, or lower, for air-cooled and -350C, or lower, with water circulation cooled camera head. G. Intensifier gating: All high voltage (>10 volts) and pulse electronics to be built in to the camera head, 18 mm Gen IV with 5 nanosecond full width athalf maximum (FWHM) gating time standard. All external gating to be low-level TTL pulses to open and close the intensifier gate. H. Timing: Camera controller shall contain an internal software controlled programmable timing generator that controls the intensifier high voltage (>10 volts) pulse timing, controls the gate widths and delays with TTL level pulse inputs and a pulse counter which sets the number of pulses received before the CCD is read. The timing generator shall be capable of a 25 nsec or lower insertion delay. The internal timing generator shall have an oscillator for triggering external equipment such as flash lamps and lasers. I. Repetition Rate: The intensifier with internal timing generator shall be capable of a sustained repetition rate of 50kHz and a 500kHz-burst rate for 100 pulses. J. CCD Readout Noise: less than 8 electrons rms at 100kHz and 35 electrons rms at 1MHz K. Camera Controller: Dual speed A/D converter 16 bits at 100 kHz and 16 bits at 1 MHz readout rate, A/D shall be located in the camera controller not in an external personal computer. The camera controller shall have an analog video output (RS-170) for camera focusing and setup. L. Computer Interface: PCI interface card that supports controller to computer minimum cable lengths of 150 feet. M. Optical interface: Nikon F-Mount & C-Mount adapters. N. Cabling: Interconnect cables between the camera head and camera controller shall be 15 ft. +/- 2 ft. . Cable length of controller to computer shall be 50 feet. O. Quantum efficiency: Shall be greater than 40% from 550nm to 750nm. P. Software: Software to operate under Windows 95/98/2000 or N/T, Controls all manufacturers cameras. Software shall perform the following: All controls timing and gate delays, read rate, binning, grouping and triggering of camera, live displays of multiple images, auto scale and zoom on live data, macro Basic programming capabilities, toolbox for simple click access to frequently used functions and macros. The software shall support built-in multitasking and be Y2K compliant. The provisions and clauses in the RFQ are those in effect through FAC 97-16. This procurement is a total small business set-aside. See Note 1. The SIC code and the small business size standard for this procurement are 3827 and 500 employees, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to Glenn Research Center, 21000 Brookpark Road, Cleveland, Ohio 44135 is required within 60 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9.
